FIRST ITEM IS WE HAVE APPROVAL OF MINUTES FROM THE LAST MEETING, WHICH WAS A SPECIAL CALLED MEETING OF JUNE 24TH OF THIS YEAR.

AND OUR AND OUR PRACTICE IS THAT WE DO NOT RESPOND IN THE MEETING TO PUBLIC PARTICIPATION.

CHAIRMAN. VICE CHAIR. BOARD. MY NAME IS SHANNON CHANDLER AND I AM HERE AS A CONCERNED COMMUNITY, BUT ALSO, MORE IMPORTANTLY, AS A CONCERNED MEMBER OF DILLON HARRIS'S VILLAGE.

MANY OF YOU MAY NOT KNOW DILLON HARRIS. NOW, I'VE READ THIS POLICY, I WANT TO TALK ABOUT THE ICA POLICY, AND I'VE READ THE POLICY. AND SO I MAY NOT KNOW A WHOLE LOT ABOUT THE POLICY, BUT I KNOW DILLON HARRIS.

DILLON. I'VE KNOWN HIM SINCE HE WAS 16. DILLON WILL BE A SENIOR THIS YEAR AT RIDGE SPRING-MONETTA HIGH SCHOOL HIS ENTIRE ACADEMIC CAREER.

HE HAS BEEN AN A STUDENT, SO HE HAS ALL A'S. AND AS A RESULT OF THAT, DILLON SKIPPED THE 10TH GRADE.

AND SO THIS YEAR, HE WILL BE A SENIOR AND HIS CLASSMATES SAW FIT TO ELECT HIM AS CLASS PRESIDENT.

IN ADDITION TO THAT, THIS YEAR, DILLON WAS A JUNIOR MARSHAL FOR THE 25, 24, 25 SENIOR CLASS, AND HE'S ALSO ON THE FOOTBALL TEAM. SO IF YOU IF YOU HAVEN'T HAD AN OPPORTUNITY TO MEET DYLAN, YOU MIGHT CHECK HIM OUT. BECAUSE IF YOU DON'T MEET HIM HERE, YOU MAY NOT HAVE AN OPPORTUNITY LATER UNLESS YOU'RE GOING TO GET AN AUTOGRAPH.

SO. IS I'M A FAMILY COURT ATTORNEY. AND SO MY FRAME OF REFERENCE IS FAMILY COURT.

AND IN FAMILY COURT. THE STANDARD IS A FAMILY COURT IS A COURT OF EQUITY.

AND SO THAT IS WHAT IS FAIR. AND THE OTHER STANDARD IS WHAT IS IN THE BEST INTEREST, ESPECIALLY WHEN IT'S CONSIDERING CHILDREN.

AND SO IN THIS SITUATION, IF WE WERE TO APPLY WHAT IS FAIR, I'VE GIVEN YOU DYLAN'S RESUME IN A MANNER OF SPEAKING.

SO AS IT STANDS RIGHT NOW, DYLAN IS THE TOP STUDENT IN HIS CLASS, SO IF HE'S ABLE TO MAINTAIN HIS AVERAGE, HE SHOULD BE THE VALEDICTORIAN OF THE CLASS. BUT PER THE POLICY, AS I UNDERSTAND IT, BECAUSE DYLAN HAS DONE IN SIX SEMESTERS WHAT MANY OF US, INCLUDING ME, COULD NOT DO IN IN EIGHT SEMESTERS.

HE DOES NOT QUALIFY TO BE THE VALEDICTORIAN. AND I HAVE TO ASK MYSELF, AND I'M ASKING YOU, IS THAT FAIR? WE HAVE IN THIS, IN THIS DISTRICT, IN THIS COMMUNITY, WE PROMOTE EXCELLENCE.

AND DYLAN, QUITE FRANKLY AND CLEARLY HAS BROUGHT INTO THAT EXCELLENCE THAT THIS COMMUNITY IS PROMOTING.

AND HE IS EXCELLENT. HE PERSONIFIES EXCELLENCE.

AND SO IS IT FAIR WHEN DYLAN HAS DONE WITH WHAT HE'S BEEN ASKED TO DO? HE'S GONE ABOVE AND BEYOND THAT. HE'S NOT GIVEN THE OPPORTUNITY TO EXPERIENCE THE HONOR OF BEING THE VALEDICTORIAN.

NOW, THE SECOND PRONG, OR THE SECOND THING THAT THAT'S OFTEN CONSIDERED IS WHAT IS IN THE BEST INTEREST.

AND SO IN THIS INSTANCE, I'M GOING TO TELL YOU DYLAN IS DRIVEN.

SO, YOU KNOW, REGARDLESS OF WHAT HAPPENS. AFTER TODAY DYLAN IS GOING TO BE FINE.

BUT AS IT CONCERNS DYLAN AND AS IT CONCERNS THOSE STUDENTS THAT COME AFTER THEM, IS IT IN THEIR BEST INTEREST WHEN THEY EXCEL? WHEN YOU HAVE A STUDENT WHO IS ABLE, BECAUSE OF WHATEVER REASON, IS ABLE TO TO SKIP A GRADE, THEY THEY HAVE ALL OF THE CREDITS THAT THEY NEED.

IS IT REALLY IN THEIR BEST INTEREST TO REQUIRE THEM THAT IF THEY WANT TO EXPERIENCE THE HONOR OF BEING THE VALEDICTORIAN, TO REQUIRE THEM TO REMAIN IN SCHOOL FOR ANOTHER SEMESTER? I'LL TELL YOU. I WAS TALKING TO DYLAN'S MOM REALLY QUICKLY, AND SHE TOLD ME THAT IF HE STAYS, HE DOESN'T. THERE ARE NOT MANY OTHER CLASSES THAT HE CAN TAKE, SO IT'S REALLY IN HIS BEST INTEREST TO BE ABLE TO GO ON TO COLLEGE AND TO MOVE ON.

DYLAN STARTS SCHOOL ON MONDAY, JUST LIKE MANY OF THE STUDENTS HERE IN THIS DISTRICT.

STRICT. AND SO I'M SURE HE'S GOING TO HAVE A GREAT SENIOR YEAR, BUT I WOULD HATE TO SEE HIM IN HIS SENIOR YEAR WITHOUT BEING ABLE TO EXPERIENCE THE HONOR THAT HE HAS WORKED FOR AND THE HONOR, QUITE FRANKLY, THAT HE DESERVES IF HE'S ABLE TO MAINTAIN THAT AVERAGE.

SO I KNOW THAT YOU'RE GOING TO LOOK AT THE IKEA POLICY.

I WOULD JUST ASK THAT, AS YOU LOOK AT IT, THAT YOU LOOK AT IT, CONSIDER IT, AND THAT YOU MAKE A DECISION IN TIME SO THAT THAT DILLON CAN BENEFIT FROM THAT DECISION AND THAT HE CAN BE IF HE MAINTAINS HIS GRADES, AS I'M SURE HE WILL, HE CAN HAVE THE OPPORTUNITY TO EXPERIENCE THE HONOR OF BEING VALEDICTORIAN. RON KESSLER, WHO'S GOING TO SPEAK ON IMPROVE TEACHER PARENT USE OF POWER SCHOOL AND THE MICROPHONES.

OH. OKAY. I. I THINK YOU COULD DO IT FROM EITHER LOCATION.

SO I DO I DO HAVE A HANDOUTS JUST IN CASE THE.

OTHERS DON'T WANT TO. YOU CAN JUST GIVE ME AND I'LL PUT SOME DOWN THIS WAY AND SOME WAY WHEN I'VE CONVERTED FROM THE RECORD IN THE PAST. PERFECTLY. OKAY. IF WE NEED ONE MORE.

OKAY. AS I WAS, I SPOKE TO THE BOARD BACK IN MAY, AND AS I MENTIONED BACK THEN, I HAVE A DEGREE IN ENGINEERING, WHICH LED ME TO AN IDEA WHICH YOUR FELLOW BOARD MEMBER, BARRY MOULTON, SAYS HE'S 100% IN SUPPORT OF.

THAT WILL MAKE AIKEN COUNTY SCHOOLS, THE HIGHEST ACHIEVING THAT THEY'VE EVER BEEN.

I HOPE, AND IT WILL REQUIRE THAT THE TEACHERS AND THE PARENTS DO LESS WORK THAN THEY CURRENTLY DO.

YET THEIR KIDS WILL LEARN MORE AND THUS TEST BETTER ON THE STATEWIDE TESTS, MAKING AIKEN COUNTY HOPEFULLY A ROLE MODEL FOR THE STATE.

AND THIS IS THE DIRECTIVE THAT I'M ASKING FOR ALL TEACHERS IN THE COUNTY TO HAVE TO ABIDE BY. AS I MENTIONED BEFORE, MY SON, WHO'S NOW 12, WHEN HE WAS WITH ME, HE WAS IN THE GIFTED AND TALENTED PROGRAM FOR ALL OF FOURTH AND FOR ALL OF FIFTH GRADE UNTIL MY NOW EX-WIFE MISLED THE COURT AND SHE BECAME TEMPORARILY 100% RESPONSIBLE FOR HIS SCHOOLING, WHICH CAUSED HIM TO PLAY UNLIMITED X-BOX, CAUSING HIM TO GET KICKED OUT OF THE GIFTED AND TALENTED PROGRAM AT THE END OF FIFTH GRADE.

SHE WAS STILL RESPONSIBLE FOR HIS SCHOOLING UNTIL THIS SPRING, WHEN THE COURT MADE ME PERMANENTLY 100% RESPONSIBLE FOR THE KIDS SCHOOLING.

UNTIL THEY TURN 18. AND THIS STARTED JUST IN THE QUARTER, THE FOURTH QUARTER.

AND I WAS ABLE TO INCREASE MY SON'S MATH SCORE, 28 PERCENTAGE POINTS FROM THE THIRD QUARTER TO THE FOURTH QUARTER AND 24% IN ANOTHER CLASS. BUT ALL HIS GRADES WENT UP WITH THE EXCEPTION OF SOCIAL STUDIES, WHICH I'M GOING TO DEAL WITH LATER.

MY SON HAD DEVELOPED A LOT OF BAD HABITS, ONE OF WHICH WAS HE'S NOT DOING HIS ASSIGNMENTS.

SO I HAD TO CONSTANTLY EMAIL AND CALL THE TEACHERS TO FIND OUT WHAT ASSIGNMENTS AND TESTS WERE PENDING.

LUCKILY, HIS TEACHERS WERE HELPFUL, BUT THIS REQUIRED A LOT OF EXTRA WORK FOR THE TEACHERS AND MYSELF SOMETIMES.

THE FIRST TIME I LEARNED ABOUT GRADING ASSIGNMENTS WAS WHEN I SAW HIS GRADE OF ZERO, OR SIMILARLY LOW IN POWER SCHOOL.

SO THE NEXT SLIDE. IS THE ACTUAL ENTRY THAT THE SOCIAL STUDIES TEACHER DID INTO POWER SCHOOL.

AND YOU CAN SEE THAT NOT ONLY WELL, THERE'S SCIENCE WHICH THE WHEN I TRANSFERRED IT, IT WIPED OUT ALL THAT STUFF. I TRUST ALL THAT OUT. BUT ANYWAY, SO THE SOCIAL STUDIES, YOU CAN SEE THE SECOND GRADE, THERE IS A02 BELOW THERE IS A ZERO. THERE'S TWO MORE ZEROS LOWER DOWN.

ANOTHER ZERO, ANOTHER ZERO, ANOTHER ZERO. SO THERE'S SEVERAL ZEROS.

AND AND THESE WERE THE FIRST TIMES I EVER HEARD OF THESE ASSIGNMENTS.

AND SHE HAD THE WORD CLOSED THERE, MEANING THERE'S NO DEBATE, NO TURNING IN LATE.

NO. YOU KNOW, SO HE BASICALLY THERE'S NO REASON, YOU KNOW, FOR HIM TO LEARN THE MATERIAL.

BASICALLY, HE DIDN'T LEARN THE MATERIAL, NEVER DID.

AND IF HE WAS TESTED BY THE STATE, IT WOULD BE, YOU KNOW, HE WOULDN'T BE ABLE TO APPLY ANY OF THAT INFORMATION.

SO THE, THE VERY SIMPLE REQUEST THAT I DIDN'T READ YET IS THAT ALL I'M ASKING IS A DIRECTIVE TO THE TEACHERS THAT ALL TEACHERS ARE REQUIRED TO ENTER ALL GRADE WORK INTO PRIOR SCHOOL AT LEAST SEVEN DAYS PRIOR TO ITS DUE DATE.

THAT'S ALL I'M ASKING. AND IN THAT WAY, I HAVE SEVEN DAYS TO MAKE SURE HE GETS THE WORK DONE.

HE APPROVES IT, AND I CAN APPROVE THAT. HE'S DONE IT.

AND AND SO BASICALLY, THAT'S ALL I HAVE TO SAY.

AND I DID I DID MAKE SOME OTHER SLIDES THAT HAVE IT WHERE THE TEACHER WOULD INPUT THE DATE, SHE PUT IT INTO POWER SCHOOL. BUT THEN I THOUGHT, WELL, THAT'S ANOTHER DIRECTIVE.

SO MAYBE I SHOULD HOLD OFF ON THAT. BUT SO. YOU KNOW.

BUT. AND BASICALLY, YOU KNOW, I WOULD IMAGINE WHEN THE, WHEN YOU ALL DO A DIRECTOR TO TEACHERS, THEY'LL FOLLOW IT. THEY PROBABLY DON'T NEED TO PUT THE DATE. THEY ACTUALLY ENTERED IT INTO POWER SCHOOL. BUT I PUT IT IN THE THE HANDOUTS I GAVE YOU.

AND SO BUT BASICALLY THE TEACHER, THEY PUT ALL THAT INFORMATION IN THE COMPUTER AND ALL I'M SAYING IS PUT IT ALL IN THERE EXCEPT FOR THE GRADE. JUST DON'T PUT THE GRADE IN THERE.

AND THEN AFTER THE DUE DATE, THEN THEY CAN PUT THE GRADE IN THERE.

AND THEN, YOU KNOW, EVERYBODY'S DOING THEIR BEST.

SO. ALL RIGHT, THAT'S IT. THANK YOU, MR. KESSLER.

NEXT ON THE AGENDA FOR PUBLIC PARTICIPATION IS MR. SEAN DAVIDSON, WHO'S SPEAKING ON ADDRESSING POLICY.

THE POLICY ON DISTRICT APPEALS. SO I'VE ACTUALLY HEARD DYLAN'S STORY BEFORE, AND IT WAS TOLD TO ME IN A JOKINGLY MANNER ABOUT HOW THERE WAS NOTHING THAT COULD BE DONE, BECAUSE THAT IS POLICY UNDER SOUTH CAROLINA 59, 1990. THE BOARD HAS THE AUTHORITY TO GOVERN AND MANAGE ALL EDUCATIONAL INTERESTS IN THIS DISTRICT, INCLUDING THE POWER TO REVISIT AND REVISE ITS OWN DISCIPLINARY DECISIONS.

LET ME READ THAT AGAIN FOR YOU ONE MORE TIME.

SOUTH CAROLINA LAW THE WHOLE STATE OF SOUTH CAROLINA, CODE 59, 1990.

WE CAN LOOK IT UP ON OUR CELL PHONES. THE SCHOOL BOARD HAS THE AUTHORITY TO GOVERN AND MANAGE ALL EDUCATIONAL INTERESTS IN THIS DISTRICT, INCLUDING THE POWER TO REVISIT AND REVISE ITS OWN DISCIPLINARY DECISIONS.

SO THAT MEANS WHEN A SCHOOL BOARD LOOKS AT A PARENT AND SAYS, WE HAVE NO TIME, WE HAVE NO POWER.

THEY ARE INCORRECT AND IT SHOWS A SERIOUS LACK OF LEADERSHIP.

THIS IS AN INCORRECT STATEMENT. THE LAW CLEARLY STATES YOU HAVE THE AUTHORITY TO REVISIT AND REVISE YOUR OWN DISCIPLINARY DECISIONS.

IT DOESN'T SAY UNLESS A POLICY WRITTEN BY THE SCHOOL BOARD STATES THAT YOU CAN'T DO THAT.

NO. IT CLEARLY STATES YOU HAVE THE POWER. YOU HAVE THE AUTHORITY TO REVISIT AND REVISE YOUR OWN DISCIPLINARY DECISIONS.

LET'S GO BACK TO THE POLICY THAT STATES THAT THIS BOARD GETS TO MEET BEHIND CLOSED DOORS TO DISCUSS A CHILD'S FUTURE WITHOUT A PARENT ADVOCATE PRESENT.

LET'S DISCUSS THE POLICY THAT CAME INTO EFFECT JUNE 7TH OF 2022.

FIVE OUT OF THE NINE SCHOOL BOARD MEMBERS WERE NOT ON THAT BOARD.

THERE MAY BE FOUR SCHOOL BOARD MEMBERS THAT ACTUALLY HAVE THE TIME AND ARE ACTUALLY WILLING TO LISTEN TO EACH INDIVIDUAL PARENT'S PLEA.

MAYBE THERE ARE SOME SCHOOL BOARD MEMBERS THAT BELIEVE THAT THEY CAN ADDRESS EACH INDIVIDUAL PARENT AND THE CONSTITUENTS IN THEIR CONCERNS.

MAYBE THERE ARE SOME MEMBERS THAT WANT TO STAND UP AND DO THE RIGHT THING AND NOT HIDE BEHIND A BARBARIC POLICY IN WHICH THEY DIDN'T GET TO VOTE FOR.

I'VE BEEN TOLD AS A PARENT THAT THERE WAS NO CHOICE BUT TO CHANGE THE WORDING OF THE REFERRAL.

THAT'S NOT TRUE. SOUTH CAROLINA STATES THAT AN AIR GUN IS NOT CONSIDERED A WEAPON, UNLESS IT IS MEANT TO BE USED WITH MALICIOUS INTENT.

LOOK IT UP. WE KNOW THIS BECAUSE OUR CHILD IS BEING FORCED TO ATTEND A CLASS IN WHICH HE WAS TAUGHT THIS INFORMATION.

HE LEARNED THAT YOU CHOSE TO CHANGE THE WORDING OF THE REFERRAL.

YOU CHOSE TO LOOK AT A TOY PURCHASED ON A SCHOOL SPONSORED FIELD TRIP BY ANOTHER STUDENT, STILL IN ITS BOX AS A WEAPON. SO WHY? WHEN THE BOARD MADE A DISCIPLINARY DECISION BEHIND CLOSED DOORS WITHOUT AN ADVOCATE PRESENT, DID THEY DECIDE 45 DAYS OF ALTERNATIVE SCHOOL WAS ACCEPTABLE? DID THEY NOT LOOK AT A CALENDAR? BECAUSE 45 DAYS IN AIKEN COUNTY PUBLIC SCHOOLS MEANS THEIR KID IS OUT OF SCHOOL FOR ALMOST FOUR MONTHS.

MY SON HASN'T BEEN IN A TRADITIONAL CLASSROOM FOR OVER 104 DAYS.

HE WON'T FOR A TOTAL OF 140. THAT'S A THIRD OF THE YEAR.

WE ARE A YEAR ROUND SCHOOL. THERE'S HOLIDAYS.

THERE'S SUMMER BREAK. SO A 45 DAY CONSEQUENCE HAS EXTENDED BEYOND THE SUMMER.

HE WON'T BE ABLE TO TRY OUT FOR FOOTBALL COME NOVEMBER.

HE WON'T PLAY FOOTBALL EVEN THOUGH HIS CONSEQUENCES EXPIRED.

AND I'VE BEEN TOLD HE WILL MOVE ON. WELL, WHERE WAS THAT? SORRY. THEN YOU SIT THERE AND YOU SAY YOU CAN'T DO ANYTHING ABOUT IT BECAUSE OF THE POLICY.

YOU WRITE THE POLICIES. THE LAW CLEARLY STATES YOU CAN DO SOMETHING ABOUT IT.

YOU CAN ADDRESS THE ISSUES A PARENT LIKE MYSELF OR DYLAN'S IS BRINGING BEFORE YOU.

I LOOK FORWARD TO SEEING YOU EVERY SINGLE TWO WEEKS FOR THE NEXT TEN YEARS OF MY LIFE.

MY CHILDREN WILL STAY IN AIKEN COUNTY AND YOU WILL GET TO HEAR ABOUT IT EVERY TWO WEEKS WHILE WE DISCUSS A POLICY IN WHICH THE SCHOOL BOARD LOOKS AT A PARENT IN THEIR EYES AND TELLS THEM YOU DON'T HAVE TIME FOR THEM AS INDIVIDUALS, THEN YOU GIVE ME FIVE MINUTES. THIS IS MY CHOICE. I GET FIVE MINUTES TO STAND HERE AND PLEA FOR YOU TO STEP BACK FOR ONE SECOND.

STOP BY HIDING BEHIND A POLICY IN WHICH YOU WROTE AND CHANGE THINGS.

YOU CAN CHANGE THINGS. YOU WRITE THE CODE OF CONDUCT.

YOU WROTE THE CODE OF CONDUCT. YOU VOTED IN THE CODE OF CONDUCT.

YOU HAVE THE POWER AND AUTHORITY VESTED IN YOU TO CHANGE IT AND DO ANYTHING ABOUT IT AT ANY GIVEN MOMENT, ANY GIVEN MOMENT FOR STUDENTS LIKE MY SON AND DYLAN.

BECAUSE I KNOW I'VE HEARD TEACHERS SAY THAT THEY TRANSFERRED FOR WHATEVER REASON FROM SCHOOL A TO SCHOOL B, WELL, THEN THEY RUN IN WHOLE DIFFERENT PROGRAMS AND IT'S A WHOLE NEW LEARNING THING.

NOW MAYBE I'M OFF BASE. THIS IS JUST PERCEPTION OF WHAT I HEAR OUT THERE ON THE STREET.

SO I SAY THAT TO SAY MISTER CARROLL, I PICKED HIM BECAUSE I SAID, I BELIEVE THAT WE NEED TO HAVE A LOT OF CONSOLIDATION ON, ON OUR PROGRAMS. AND I'M. I'M AN OLD COUNTRY GUY THAT FEELS LIKE THAT.

AND WE'RE ACTUALLY EXCITED ABOUT LEARNING A TO Z, BECAUSE WE'VE GOT THESE NEW STANDARDS AND TEACHERS DON'T EVEN KNOW WHAT TO USE WITH THE NEW STANDARDS YET. BUT WE'VE BUILT A SYSTEM TO BRIDGE THOSE GAPS TO IDENTIFY EXACT STANDARDS.

SO WE'VE NOT ONLY GONE IN AND CHOSEN VERY PARTICULARLY CHOSEN, THE SUPPLEMENTAL MATERIALS WE NEED, BUT WE KNOW THEY'RE INTENTIONAL, WE KNOW THAT THEY ARE ALIGNED AND MATCH UP EVERYTHING.
