AND MOST IMPORTANTLY, OUR KIDS ARE LOOKING FORWARD TO IT.
AND THOSE YOUNGER KIDS ARE LOOKING FORWARD TO HAVING THAT AVAILABLE ON CAMPUS.
I WAS I WAS AT THE MEETING THE 23RD WHEN THE VOTE WAS TAKEN.
I WAS A LITTLE BIT DISAPPOINTED IN THE TONE THAT SOME OF THE DISCUSSION WENT.
SOME OF THE COMMENTS MADE BOTHERED ME AND BOTHERED OTHER COMMUNITY MEMBERS.
THIS SHOULD HAVE BEEN A CELEBRATORY HISTORIC TIME FOR THE COUNTY, FOR NORTH AUGUSTA.
AND IT TOOK A TURN THAT THAT I WAS DISAPPOINTED IN, I DID WANT TO EXPRESS THAT.
THERE WAS ALSO DISCUSSION OF, OF EQUITY IN FACILITIES.
AND I DON'T KNOW HOW MANY OF YOU ALL HAVE LOOKED CLOSELY AT THIS, BUT LOOKING AT THE NUMBERS.
I'M GOING TO GIVE YOU ALL FOUR NUMBERS 47,000, 62,000, 140,000 AND 253,000.
WHAT ARE THOSE NUMBERS? THOSE ARE THE PER STUDENT EXPENDITURES AND THE FACILITIES PROJECTS DATING BACK TO AROUND 2014, TO WHAT IS COMMITTED UP TO THIS POINT THAT I WAS ABLE TO GATHER.
THOSE ARE ROUND NUMBERS, BUT THEY'RE CLOSE ENOUGH FOR, FOR THIS.
THAT 47,000 IS THE PER STUDENT EXPENDITURE AT NORTH AUGUSTA HIGH SCHOOL.

WE CAN'T SPEND $250,000 A STUDENT AT NORTH AUGUSTA.
BUT WE TALK ABOUT EQUITY AND INEQUITIES THROUGH THE COUNTY.

AND I THINK THE PERCEPTION THAT GIVES TO A COMMUNITY MEMBERS WITH OTHER INTERESTS, SUCH AS WAGENER-SALLEY HIGH, THAT KIND OF THING, IT GIVES A BAD PERCEPTION AND AN IMPROPER PERCEPTION. AND I DID WANT TO EXPRESS THAT BUT WON'T TAKE ANY MORE OF YOUR TIME.

I UNDERSTAND THAT THE CITY OF AIKEN IS CURRENTLY WORKING ON THEIR STATE OF THE CITY ADDRESS, AND SO I THOUGHT THAT IT WOULD BE INTERESTING TO PERHAPS HAVE A STATE OF THE DISTRICT ADDRESS.
I THINK THAT WE DO A GREAT JOB HERE OF PROMOTING AND PROJECTING THE VARIOUS THINGS AND THE FINE THINGS THAT WE'RE DOING IN THE DISTRICT, AND SO THIS PERHAPS COULD BE ANOTHER OPPORTUNITY TO DO SO.
THERE ARE CERTAIN THINGS THAT ARE JUST WILL CONTINUE TO BE OF IMPORTANCE TO OUR COMMUNITY, OF COURSE, STUDENT ACHIEVEMENT, WHICH, AS IT SHOULD BE, YOU NEVER CAN COMMUNICATE AS MUCH AS YOU SHOULD ABOUT STUDENT ACHIEVEMENT.
THE COMMUNITY HAS ALSO ALREADY SHOWED INTEREST IN THAT THEY'RE WILLING TO COME TO THAT COMMUNITY TO HEAR ABOUT THE VARIOUS THINGS THAT WE'RE DOING IN THE DISTRICT AND THE VARIOUS PROGRAMS THAT WE'RE HAVING THERE.
WE ALSO HAVE THE FINE OPPORTUNITY TO SAY GOODBYE TO OUR OUTGOING SUPERINTENDENT, AND TO SAY GOODBYE TO HIM IN A VERY PROPER AND PUBLIC WAY, OUTSIDE OF THE WALLS OF THIS ROOM AND OTHER PLACES. SO WE CAN USE THAT AS AN OPPORTUNITY TO DO THAT, AND THEN PERHAPS EVEN GIVE A SPACE TO OUR NEW INCOMING SUPERINTENDENT TO GIVE HIS VISION AGAIN ABOUT WHERE HE HOPES TO TAKE THIS DISTRICT AS IT MOVES FORWARD.

THIS IS DONE IN THE VEIN OF THIS IS THE TIME OF YEAR WHERE DEPARTMENTS AND SCHOOLS HAVE ALREADY MADE BUDGET REQUESTS FOR THE NEXT YEAR'S BUDGET AS AN INPUT TO THE BUDGET PROCESS THAT WILL CARRY OUT THROUGH THE NEXT, REALLY THREE MONTHS.
SO THIS IS OUR INITIAL WE'RE NOT GOING TO TAKE ANY VOTES.
THIS IS JUST AN OPEN THIS IS A DISCUSSION TO SEE WHAT INPUT THE BOARD HAS ON NEXT YEAR'S BUDGET OF THINGS THAT YOU WOULD LIKE TO SEE INCREMENTAL AND LIKE, JUST AS A REMINDER, SOME OF THE THINGS THAT GOT PRIORITIZED LAST YEAR, IT WAS VERY CLEAR THAT A GOOD AND DECENT COST OF LIVING ADJUSTMENT, WHICH IS NOT BAKED INTO THE BUDGET IN ANY GIVEN YEAR, WAS ONE OF THE PRIORITIES THAT CAME OUT OF OUR DISCUSSION LAST YEAR.

SO FROM A FUNDING PERSPECTIVE FROM THE STATE, THERE'S NO FIRM NUMBERS, RIGHT? BUT ONE THING I'LL HIGHLIGHT THAT MR. TRAXLER PUT ON PAGE TWO OF THIS HANDOUT IS THAT THERE ARE SOME WHAT WE'LL CALL BASE INCREASES THAT WE, YOU KIND OF HAVE TO DO.
SO THE STEP STEP INCREASES THAT EVERYONE'S GOING TO GET, THAT WOULD GET A STEP INCREASE.
AND THAT'S A LITTLE OVER $3 MILLION ESTIMATE.

THESE ARE THINGS THAT WE KNOW THAT WE'RE, YOU KNOW, WHETHER WE ASSUMING WE HOPEFULLY WE GET INCREASED FUNDING, BUT WHETHER WE GET MORE FUNDING OR NOT, WE KNOW THESE ARE THINGS WE'RE GOING TO HAVE TO DO.

SO I THINK WE NEED IN A VERY NONSPECIFIC RECOMMENDATION TO PUT ATTENTION AND MONEY INTO THE EDUCATIONAL PROGRAMING IN THE THIRD, FIRST THREE GRADES AND THE KINDERGARTEN PROGRAMS. THE WAY WE USUALLY DO THAT IS BY LOWERING PUPIL TO TEACHER RATIO.
PERSONALLY, I WOULD LIKE TO SEE SOME SPECIAL PROGRAMING WE DID A YEARS AGO.
WE HAD A PROJECT IN WHICH WE IDENTIFIED FIRST GRADE FAILURES.
THE KIDS WHO FAILED FIRST GRADE.
AND WE PUT THEM IN THE SPECIAL CLASSES WITH TEN MAXIMUM OF 10 OR 12 WITH A TEACHER.
AND WE WERE ABLE TO PUT ABOUT 50% OF THOSE KIDS IN THE THIRD GRADE.
IN OTHER WORDS, THEY DID NOT HAVE TO GO THROUGH SECOND GRADE.
SO I MEAN, IT'S DOABLE, BUT IT'S AN EXPENSIVE PROGRAM.
ONE PLACE FOR SURE THAT WE NEEDED IS WE NEED ALTERNATIVE PROGRAMING FOR KIDS WHO ARE UP FOR EXPULSION OR FOR DISCIPLINARY PROBLEMS. THE, THIS PAST YEAR IN PARTICULAR, HAS PROVEN THAT WE DO NEED AN ALTERNATIVE OTHER THAN JUST CIL.
I'M NOT TALKING ABOUT DOING AWAY WITH IT, BUT WHAT I'M TALKING ABOUT IS A LIVE, INTERACTIVE KIND OF PROGRAM, NOT JUST SOME COMPUTER PROGRAM THAT WE PUT ON YOU KNOW, PUT ON THE NETWORK CLOSE, CLOSED CIRCUIT OR WHATEVER WE CALL IT THESE DAYS.
BUT I THINK THAT THAT'S A DOABLE THING.
AND THERE ARE OTHER BENEFITS TO BE DERIVED FROM BEING ABLE TO TEACH LIVE ON ONLINE SUCH AS PROGRAMING FOR SMALL SCHOOLS.
I DON'T KNOW WHAT THE NUMBERS ARE NOW, BUT I KNOW IN THE PAST THAT WE'VE HAD VERY SMALL NUMBERS OF STUDENTS WANTING TO TAKE CHEMISTRY AND PHYSICS AND CALCULUS IN SCHOOLS LIKE WAGENER-SALLEY HIGH AND RIDGE SPRING-MONETTA.
WE COULD HAVE ALL THOSE KIDS GO TO A CLASSROOM IN THEIR SCHOOL AT THE SAME CLASS PERIOD, AND HAVE ONE MASTER CLASS TAUGHT SOMEWHERE WHERE THOSE KIDS COULD INTERACT, DO INTERACTIVE LEARNING WITH THE TEACHER VIA DISTANCE LEARNING OR WHATEVER IT'S CALLED NOW. I KNOW WE CAN DO THAT BECAUSE WE DID IT BACK IN THE 80S AND THE PROGRAM DIED FOR LACK OF FUNDING OR SOMETHING.
I DON'T KNOW WHAT HAPPENED, IT WAS AFTER MY TIME, BUT WE DID IT.
SO I'M SURE THAT WITH THE TECHNOLOGY WE HAVE NOW, WE COULD DO THAT.

AND THEN THE OTHER THING THAT I WOULD LIKE TO SEE IS A FOCUS ON MENTAL HEALTH.
WE'RE TALKING ABOUT PSYCHOLOGISTS IN THE SCHOOLS, AND I JUST THINK IT'S A BIGGIE.

SO THAT WOULD BE MY NUMBER ONE, MY NUMBER ONE.
