SO MANY OF YOU MAY REMEMBER THE DAYS OF CCC LABS WHERE STUDENTS WENT DOWN TO THE COMPUTER LAB ONCE A WEEK AND ENGAGED IN ENRICHMENT AND REMEDIATION BASED, COMPUTER BASED.

SO WE'VE COME A LONG WAY SINCE THE DAYS OF CCC.

MANY OF OUR CIA PROGRAMS TODAY INTEGRATE THE USE OF GAMIFICATION OR GAME PLAYING ELEMENTS TO INCREASE STUDENT ENGAGEMENT AND ENHANCE LEARNING. THEY OFFER TECHNOLOGY ASSISTED INSTRUCTION THROUGH VIDEOS, AUDIO CLIPS, MODELING STUDENT OR TEACHER GUIDED INSTRUCTIONAL VIDEOS.

THEY HAVE TECHNOLOGY ENHANCED MANIPULATIVES.

SO THERE'S A VARIETY OF DIFFERENT WAYS THAT THEY ACTUALLY SUPPORT STUDENT LEARNING TODAY.

WE ALL KNOW THAT CLASSROOM TEACHERS ARE THE MOST POWERFUL IMPACT ON STUDENT LEARNING.

SO CAI IS NOT A REPLACEMENT FOR CLASSROOM TEACHERS, AND IT IS NOT A REPLACEMENT FOR THE INSTRUCTION, DIRECT INSTRUCTION THAT THOSE TEACHERS PROVIDE.

HOWEVER, COMPUTER ASSISTED INSTRUCTION DOES OFFER ACADEMIC SUPPORT FOR STUDENTS, WHILE TEACHERS ARE WORKING WITH OTHER STUDENTS IN SMALL GROUPS OR INDIVIDUAL GROUPS. BACK IN THE DAY WITH CCC, WE WERE ABLE TO TAKE STUDENTS TO CCC LABS ONCE A WEEK FOR INTERVENTION.

OUR NEW 1 TO 1 INITIATIVE ALLOWS US TO LEVERAGE THE USE OF COMPUTER ASSISTED INSTRUCTION THROUGHOUT THE WEEK, WHILE ALSO OFFERING STUDENTS OPPORTUNITIES FOR ACADEMIC SUPPORT WHILE THEY'RE AT HOME.

OF COURSE, WHEN WE TALK ABOUT ANY PROGRAM, THE FIRST THING WE WANT TO LOOK AT IS OUR WHY.

AND WE STARTED WITH OUR DISTRICT MISSION, SPECIFICALLY OUR INSTRUCTIONAL SERVICES DIVISION REALLY SUPPORTS AND SPONSORS THAT HIGH QUALITY AND STUDENT CENTERED LEARNING EXPERIENCES.

AND UNDER OUR DISTRICT STRATEGIC PLAN STRATEGY NUMBER FOUR, FOCUSING ON HIGH QUALITY LEARNING EXPERIENCES WITH HIGH QUALITY INSTRUCTION.

EMPHASIZING PERSONALIZED LEARNING.

THROUGH WITH RESULTS IN MATHEMATICAL AND READING PROFICIENCY THROUGH INCLUSIVE LEARNING EXPERIENCES AND SYSTEMIC ACADEMIC INTERVENTIONS AND PROGRESS MONITORING. IN ADDITION TO HOW CAI MAY SUPPORT OUR HIGH QUALITY INSTRUCTION, THEY ALSO OFFER US AN OPPORTUNITY TO PROVIDE DIGITAL

WHEN WE STARTED THINKING ABOUT CAI, ONE OF THE IMPORTANT THINGS FOR US WAS TO MAKE SURE THAT WE HAD A CLEAR PROCESS THAT ALL OF THE TEACHERS ENGAGED IN TO EVALUATE AND SELECT THESE PROGRAMS. AND SO WE KIND OF DESIGNED A STEP BY STEP PROCESS THAT WE WOULD FOLLOW.

AND THEY DID THAT PRETTY WELL.

IT STARTED WITH A NEEDS ASSESSMENT.

SO WE SENT OUT A SURVEY TO ELEMENTARY AND MIDDLE SCHOOL PRINCIPALS AND CLASSROOM TEACHERS.

AND ONE OF THE PRIMARY ACTUALLY THE FIRST QUESTION ON THAT WAS, DO WE NEED TO SEE A PROGRAM FOR THESE CLASSROOMS? AND YOU CAN SEE, BASED ON THE INPUT, THE PARTICIPANTS OF THIS SURVEY WERE IN AGREEMENT.

THE MAJORITY OF THEM AGREED THAT WE DID NEED A CIA PROGRAM FOR OUR K THROUGH EIGHT CLASSROOMS. ADDITIONAL QUESTIONS ON THIS SURVEY.

SO THIS WAS KIND OF THE STARTING POINT OF DO WE NEED A CIA PROGRAM? WE ALSO ASKED THEM QUESTIONS ABOUT WHAT KIND OF PROGRAM THEY WOULD BE INTERESTED IN AND THOUGHT WOULD BE MOST BENEFICIAL FOR OUR STUDENTS, HOW THAT PROGRAM WOULD BE IMPLEMENTED.

AND SO WE KIND OF GOT ALL OF THEIR INFORMATION.

THAT INFORMATION WAS USED, YOU'LL SEE IN A FEW MINUTES WHEN WE TALK ABOUT THE EVALUATION RUBRIC AND THE WAY WE EVALUATED THESE PROGRAMS, THAT INPUT WAS USED TO CREATE OUR EVALUATION TOOL.

SO ONCE WE KIND OF HAD OUR NEEDS ASSESSMENT, WE WENT ABOUT THE BUSINESS OF MAKING SURE THAT WE HAD A RUBRIC THAT WOULD ENSURE EVERYONE, ALL OF THESE PROGRAMS WERE EVALUATED UNDER THE SAME CRITERIA.

WE ALSO WANTED TO MAKE SURE THAT WE ACTUALLY GOT THESE COMMITTEES TOGETHER.

AND SO ONE OF THE THINGS THAT WAS REALLY IMPORTANT TO BOTH OUR DISTRICT ADMINISTRATORS AS WELL AS OUR SCHOOL ADMINISTRATORS, WE WANTED TO ENSURE THAT THE COMMITTEES, THE ADOPTION COMMITTEES WERE MADE UP OF CLASSROOM TEACHERS.

SO WE WANTED TO MAKE SURE THAT WE HAD PEOPLE ON THESE COMMITTEES THAT WERE REVIEWING THESE PRODUCTS AND MAKING THE RECOMMENDATION THAT THEY WERE THE ONES WHO WERE USING THE PROGRAMS WITH THE STUDENTS IN THE CLASSROOMS. AFTER WE ACTUALLY DECIDED WE WOULD HAVE FOUR DIFFERENT COMMITTEES, SO WE HAD A K2 ELA COMMITTEE, THREE FIVE ELA COMMITTEE, SIX EIGHT ELA COMMITTEE AND A SIX EIGHT MATH COMMITTEE.

SO JUST AS A REMINDER, OUR K FIVE MATH CAI PROGRAM IS DREAMBOX.

THAT IS A STATE FUNDED PROGRAM.

SO BECAUSE THE STATE WAS CONTINUING TO FUND THAT PROGRAM, WE'VE ALREADY BEEN USING IT.

WE DIDN'T SEE A NEED TO FACILITATE A COMMITTEE, AN ADOPTION COMMITTEE FOR K FIVE MATH.

SO THOSE GRADE LEVELS WILL CONTINUE TO USE DREAMBOX UNDER THE STATE FUNDED PROGRAM.

WE ALSO AT THE ELEMENTARY LEVEL, JUST AS A REMINDER THAT WE DO HAVE THE STATE IS FUNDING AN ELA CAI THERE'S A LOT OF VOWELS GOING ON THERE, AN ELA CAI PROGRAM FOR OUR PALMETTO LITERACY PROJECT SCHOOLS.

AND SO THE STATE IS FUNDING THAT PROGRAM FOR THEM AND JB LEAVER IS PARTICIPATING WITH THAT.

SO THE RECOMMENDATIONS THAT YOU WILL SEE TONIGHT AND THE EVALUATION PROCESS KIND OF EXCLUDES THOSE SCHOOLS BECAUSE THEY WILL BE USING THE STATE FUNDED PROGRAM THAT'S BEING PROVIDED FOR THEM.

ONCE WE HAD OUR COMMITTEES PUT TOGETHER, THE FIRST THING WE WANTED TO DO WAS MEET WITH THEM AND KIND OF GO OVER THE ROLES AND RESPONSIBILITIES.

WE DID THAT INITIAL MEETING VIRTUALLY.

SO WE WENT OVER THEIR RESPONSIBILITIES.

ONE OF THE MAJOR THINGS BEING THAT WE WANTED TO MAKE SURE THEY ENGAGED AND ACTIVELY PARTICIPATED IN ALL THE MEETINGS, THAT ANOTHER IMPORTANT ASPECT OF THIS PROCESS WAS WE KNEW THAT WE NEEDED REPRESENTATIVES FROM EACH SCHOOL BECAUSE YOU KIND OF HAVE TO HAVE A LIMITED NUMBER THAT YOU CAN GET TOGETHER TO REALLY DIG INTO THINGS. SO ONE OF THE RESPONSIBILITIES OF THE COMMITTEE MEMBERS WAS TO TAKE THE INFORMATION THEY GOT AT OUR MEETINGS, TAKE THAT BACK TO THEIR SCHOOLS, SHARE IT WITH THEIR TEACHERS, AND GET INPUT FROM THEIR TEACHERS IN THE EVALUATION PROCESS.

SO AS WE MOVE THROUGH, YOU'LL KIND OF SEE WHERE WE WERE PRETTY INTENTIONAL ABOUT MAKING SURE WE HAD INPUT FROM AS MANY TEACHERS AS WE POSSIBLY COULD.

IN THAT FIRST MEETING.

THE OTHER THING THAT WE DID WAS GO OVER THE CRITERIA WE WERE USING TO EVALUATE THESE PROGRAMS BECAUSE WE WANTED TO ESTABLISH WITH THEM WHAT WE WERE LOOKING FOR.

THIS CRITERIA, AGAIN, WAS BASED ON THE INPUT FROM THAT ORIGINAL SURVEY THAT WE DID WITH TEACHERS AND ADMINISTRATORS, AS WELL AS SOME EVIDENCE BASED RESEARCH ON GENERAL CAI PROGRAMS. SO WE IDENTIFIED THAT WE WANTED TO MAKE SURE THAT WHATEVER PROGRAM WE WENT WITH, THAT THE CONTENT PRESENTED IN THOSE PROGRAMS WAS ALIGNED IN DEPTH AND RIGOR TO OUR STATE STANDARDS,

THAT IT PROVIDED A VARIETY OF OPPORTUNITIES FOR STUDENTS TO LEARN AND MASTER THE CONCEPTS AND SKILLS PRESENTED.

WE ALSO FELT VERY STRONGLY ABOUT MAKING SURE WE REVIEWED THESE PROGRAMS THROUGH THE PERSPECTIVE OF STUDENTS.

ONE OF THE THINGS THAT WE'VE FOUND IN OUR FEEDBACK AND WITH OUR WORK WITH OTHER PROGRAMS IS THAT SOMETIMES WE ARE NOT NECESSARILY LOOKING AT IT FROM THE STUDENT PERSPECTIVE.

SO WE ACTUALLY INCLUDED A CRITERIA WITHIN OUR EVALUATION WHERE WE LOOKED AT THE EASE OF NAVIGATION FOR STUDENTS, AS WELL AS THAT ENGAGEMENT AND THE MOTIVATION THAT THESE PROGRAMS PROVIDED FOR OUR STUDENTS.

ADDITIONALLY, WE WANTED TO MAKE SURE WE HAD SOME FREQUENT PROGRESS.

MONITORING FUNCTIONALITY WAS ANOTHER IMPORTANT CRITERIA THAT WE LOOKED AT.

HAVING CLASSROOM TEACHERS ON THESE COMMITTEES WAS VERY BENEFICIAL BECAUSE THEY WERE ABLE TO GIVE US INPUT AND REALLY THINK ABOUT THE LOGISTICS.

SO IF YOU'VE GOT THIS PROGRAM AND IT REQUIRES YOU TO DO THIS OR IT SAYS YOU NEED TO DO THIS, IS THAT EVEN REALISTIC IN YOUR CLASSROOM? AND SO WE WANTED TO MAKE SURE THEY REALLY LOOKED AT THAT SO THAT WE WERE INSURED AHEAD OF TIME, THAT WE WOULD BE ABLE TO TO IMPLEMENT THIS.

AND IT WAS PRETTY REALISTIC.

AND THEN, OF COURSE, WITH ANY PRODUCT THAT WE IMPLEMENT, WE WANT TO MAKE SURE WE HAVE A COMPREHENSIVE PRODUCT SUPPORT PLAN IN PLACE FROM OUR VENDORS.

SO THIS CRITERIA WAS PRESENTED TO THE, TO THE COMMITTEE MEMBERS.

THEY WERE ALLOWED TO GIVE INPUT AND TWEAKS.

THEY ACTUALLY WORKED ON CREATING THE RUBRIC.

AND SO YOU'LL SEE WE HAD AN EVALUATION WORKSHEET WHERE THEY HAD A RATING SCALE.

UNDER EACH OF THOSE SIX CRITERIA, WE IDENTIFIED DESCRIPTORS.

AND SO THEY HAD THEY WENT A LITTLE BIT FURTHER THAN SAYING STUDENT INTERFACE AND THEY GAVE SPECIFIC STATEMENTS THAT THEY WANTED TO TO ADDRESS IN THESE PROGRAMS, AND THEN THEY EVALUATED EACH OF THOSE BASED ON THAT RATING SCALE.

SO YOU SEE A COUPLE OF CLIPS HERE FROM THE STUDENT INTERFACE AND THE INSTRUCTIONAL SUPPORT PARTS OF THE PROGRAM.

AND THEN THEY USE THAT FINAL RUBRIC EVALUATION TO RATE AND SCORE TO TO COME UP WITH A FINAL SCORE FOR EACH OF THE PROGRAMS. SO AFTER WE KIND OF WENT OVER ALL OF THIS WITH THEM AND WE GOT OUR FINAL RUBRIC CREATED, WE ALSO ALLOWED OUR ADOPTION COMMITTEES TO SUBMIT THE NAMES OF PROGRAMS THEY WANTED TO REVIEW. AGAIN, WE EMPHASIZED CLASSROOM TEACHERS THAT WE WANTED THEIR INPUT ON THIS, AND SO WE GAVE THEM AN OPPORTUNITY TO SAY, HEY, THESE ARE SOME PROGRAMS I'M USING AND HAVE USED OR I'M FAMILIAR WITH, AND I WOULD LIKE TO SEE THEM GO THROUGH THIS PROCESS.

AND SO WE TOOK THEIR SUBMITTED PROGRAMS, AS WELL AS SOME OTHERS THAT WE HAD SAID UP FRONT, HEY, THESE ARE SOME THAT WE KNOW ABOUT.

WHAT ARE SOME OTHERS YOU KNOW ABOUT? AND OUR DISTRICT TEAM KIND OF WORKED ON A TIMELINE AND WE WORKED WITH VENDORS TO SCHEDULE A VENDOR PRESENTATION DAY.

AND SO HERE YOU CAN SEE THE TIMELINE FOR THE WHOLE PROCESS ON APRIL THE 13TH, FOR ELEMENTARY AND 14TH FOR MIDDLE.

WE ACTUALLY DID A PRESENTATION DAY WITH VENDORS.

SO ALL MEMBERS OF THE CAI ADOPTION COMMITTEES WERE INVITED TO COME IN.

THEY HAD ALL OF THE VENDORS FROM ALL THE PROGRAMS THAT HAVE BEEN RECOMMENDED.

THEY DID 45 MINUTE PRESENTATIONS.

THEY GAVE THE TEACHERS ACCESS TO ALL OF THE PROGRAMS. THEY ANSWERED QUESTIONS.

TEACHERS WERE ALLOWED TO TAKE NOTES.

SO WE SPENT THE WHOLE DAY KIND OF JUST DIGGING IN.

THEY HAD THE RUBRIC WITH THEM SO THEY KNEW WHAT KIND OF QUESTIONS THEY WANTED TO ASK.

AT THE END OF THAT DAY, OUR DIRECTION TO THEM WAS, OR OUR REQUEST WAS FOR THEM TO TAKE THE ACCESS INFORMATION AS WELL AS ANY OF THE OTHER INFORMATION THEY GOT FROM THESE VENDORS BACK TO THE CLASSROOM TEACHERS.

SO WE THE VENDORS ACTUALLY GAVE US ACCESS FOR ANY OF THE TEACHERS IN OUR DISTRICT COULD HAVE THOSE PASSWORDS, THE LOG IN PASSWORDS, AND SPEND SOME TIME REALLY DIGGING IN, USING THE RUBRIC TO EVALUATE THESE PROGRAMS. WE ASKED PRINCIPALS TO SUPPORT THAT PROCESS BY PROVIDING SOME PROTECTED TIME FOR THE COMMITTEE MEMBERS TO MEET WITH OTHER TEACHERS IN THEIR BUILDING TO REALLY LOOK AT THE PROGRAMS. SO THEY HAD FROM ABOUT APRIL 13TH TO MAY 20TH TO USE THE RUBRIC AND THEIR ACCESS TO REALLY GO THROUGH THESE PROGRAMS. AND THEN ON MAY 20TH, THEY SUBMITTED A VIRTUAL A DIGITAL COPY OF THAT RUBRIC FOR EACH PROGRAM.

SO THEY HAD TO FILL OUT A RUBRIC FOR EVERY SINGLE PROGRAM THAT WAS UP FOR ADOPTION.

AND THEN WE COMPILED ALL OF THAT INFORMATION AND HELD OUR CONSENSUS MEETINGS ON MAY 24TH.

AND THEY ARE CITING THE USE OF HIGH INTEREST TEXT, GAMIFICATION AND ORAL READING FLUENCY AS SOME OF THE STRENGTHS OF THIS PROGRAM. THE THREE FIVE ELA COMMITTEE IS RECOMMENDING A MINIMUM EXACT PATH BASED ON HOW THIS PROGRAM USED GUIDED PRACTICE AND MODELING TO SUPPORT INCREASED STUDENT COMPREHENSION OF READING SKILLS AND STRATEGIES.

SIX THROUGH EIGHT.

ELA COMMITTEE RECOMMENDS EXCEL, NOTING THAT THE GUIDED PRACTICE MODELS AND READ ALOUD IN CONJUNCTION WITH THE IMMEDIATE FEEDBACK PROVIDED FOR STUDENTS SUPPORTING IMPROVED READING COMPREHENSION.

AND OUR SIXTH THROUGH EIGHTH GRADE MATH ADOPTION COMMITTEE RECOMMENDS DREAMBOX, CITING THE DIGITAL MANIPULATIVES AS AN EXCELLENT WAY TO BUILD STUDENTS CONCEPTUAL UNDERSTANDING OF MATH. WHILE THE CONTINUOUS MODIFICATION OF STUDENT PATHWAYS BASED ON REAL TIME RESPONSES WOULD ENSURE AUTHENTIC DIFFERENTIATION FOR EACH CHILD.

AND AS A REMINDER, THE SOUTH CAROLINA DEPARTMENT OF EDUCATION IS FUNDING AND EOACA PROGRAM FOR OUR PALMETTO LITERACY PROJECT SCHOOLS AND JD LEVER. AND SO THOSE SCHOOLS ARE NOT PART OF THIS BOARD AGENDA ITEM, BUT WOULD SERVE AS A COMPARISON.

THE NEEDS ASSESSMENT CONDUCTED AT THE ONSET OF THIS PROCESS INDICATED THAT THE MAJORITY OF TEACHERS AND ADMINISTRATORS RESPONDING AGREE THAT A DISTRICT WIDE CAI PROGRAM WOULD BENEFIT STUDENT LEARNING.

COMPUTER ASSISTED INSTRUCTION PROGRAMS THAT ARE RECOMMENDED TONIGHT SUPPORT OUR DISTRICT MISSION AND STRATEGIC PLAN.

THEY SUPPORT EFFECTIVE USE OF 1 TO 1 TECHNOLOGY AND DIGITAL PROFICIENCY TECHNOLOGY PROFICIENCY FOR ALL STUDENTS.

THEY INCREASE OUR DIFFERENTIATION OPPORTUNITIES THROUGH PERSONALIZED LEARNING PATHWAYS.

THEY PROVIDE ONGOING SOME ORGANIZATION AND STRUCTURE FOR OUR SMALL GROUP INSTRUCTION SETTINGS.

WE MENTIONED THEN THAT THE STATE HADN'T FINALIZED ITS VERSION OF THE BUDGET.

WE ANTICIPATED SOME CHANGES AND AN AMENDMENT WOULD BE FORTHCOMING.

AND WE'RE BRINGING THAT AMENDMENT TONIGHT.

IN THE STATE'S FINAL BUDGET, WHICH WAS LARGELY BASED ON THE HOUSE VERSION OF THE BUDGET WITH SOME SENATE COMPONENTS WHENEVER IT WAS APPROVED SUBSEQUENT TO OUR JUNE 14TH MEETING, AKIN ENDED UP WITH ADDITIONAL FUNDING TOTALING APPROXIMATELY 2,361,000. AND WE'VE RECOMMENDED A NUMBER OF ITEMS HERE.

TO ADDRESS SOME NEEDS.

AND THOSE ITEMS INCLUDE ADDING $750 TO EACH CELL ON THE TEACHER SCALE.

ROTC, OTPT SCHOOL PSYCHOLOGIST HERB SCALES.

SO THOSE POSITIONS ARE THE TEACHER SCALE AND THEN OTHER POSITIONS THAT ARE TREATED AS IF THEY WERE A TEACHER POSITION. AND AS OF THE STATE, WE'RE REQUESTING THAT INCREASE $750 PER SALE.

SO ALSO BEEN ONE OF THE GOALS TO INCREASE STEPS ON TOP OF THE TEACHER SCALE.

EACH YEAR WE RECOMMEND ADDING AN ADDITIONAL STEP, STEP 27 TO THE TOP OF THE TEACHER AND ROTC SCALE.

CURRENTLY, THERE ARE 172 TEACHERS THAT ARE TOPPED OUT.

THERE'S 172 TEACHERS WOULD BENEFIT FROM THE 3.25% COST OF LIVING ADJUSTMENT, BUT THEY AREN'T BENEFICIARY OF ANY STEP INCREASE BECAUSE THEY'RE TOPPED OUT.

WOULD A REQUEST FOR CREATION OF A TECHNOLOGY SECURITY ADMINISTRATOR POSITION THAT WAS AMONG OUR HIGH PRIORITY ITEMS EARLIER IN THE BUDGET PROCESS. NOW THAT FUNDING ALLOWS, WE'RE ASKING THE BOARD TO CONSIDER THAT IF ADDITIONAL DETAILS ARE NEEDED ON THAT AND WHAT THAT POSITION WOULD PROVIDE.

THE LAST ITEM THAT WE'VE RECOMMENDED IS INCREASE IN THE NUMBER OF HIGH SCHOOL ASSISTANT BAND DIRECTOR SUPPLEMENTS.

WE HAD A BAND DIRECTOR REPRESENTATIVE HERE SPEAK TO IT AND DISCUSS THE NEED FOR ADDITIONAL ASSISTANCE ON THE BAND FIELD.

THIS PROJECT IS ON SCHEDULE FOR A MARCH 2023 COMPLETION AND IS ON ITS $15 MILLION BUDGET.
