    I WOULD LIKE TO PUBLICLY THANK THE CODE OF CONDUCT COMMITTEE FOR THEIR HARD WORK, DEDICATION AND LONG HOURS TO ENSURE THAT THESE DOCUMENTS GIVE VOICE TO ALL OF OUR STAKEHOLDERS, WHICH IS COMPRISED OF BUILDING LEVEL ADMINISTRATORS, TRANSPORTATION DEPARTMENT, COUNSELORS, MEMBERS OF STUDENT SERVICES AS WELL AS FEDERAL PROGRAMS. EACH TEAM MET FOR FOUR TIMES AND THOSE ARE THE DATES LISTED.

    AN ELECTRONIC SURVEY WAS CREATED FOR EACH LEVEL ELEMENTARY, MIDDLE AND HIGH.

    AROUND 500 SURVEYS WERE COMPLETED AND AROUND FIVE COMPLETED SURVEYS WERE RECEIVED.

    EACH LEVEL TEAM REVIEWED THE RECOMMENDATIONS FROM THEIR LEVEL, FROM THE SURVEYS AND IN TURN MADE RECOMMENDATIONS TO THE ASSISTANT SUPERINTENDENTS AND THE PRINCIPALS FOR THE REVISION AND REVIEW.

    SO WHAT WE HAVE BEFORE US TONIGHT IS A JOINT EFFORT FROM PARENTS, TEACHERS, COUNSELORS, COMMUNITY PARTNERS, BUILDING LEVEL ADMINISTRATORS.

    FEDERAL PROGRAMS, SENIOR STAFF AND STUDENT SERVICES.

    WE WILL START WITH RECOMMENDATIONS FOR REVISIONS FOR THE ELEMENTARY SCHOOL.

    WE REMOVE THE DIRECT PLACEMENT OF STUDENTS FROM EXCEL BY PARENTS AND THE BUILDING LEVEL ADMINISTRATOR.

    STUDENTS MAY BE PLACED BY THE HEARING OFFICER AFTER A HEARING AND THEREFORE WE REMOVE THE RECOMMENDATION FOR ALTERNATIVE SCHOOL AND REPLACED IT WITH A RECOMMENDATION FOR EXPULSION. ADDITIONAL RECOMMENDATIONS FOR THE ELEMENTARY LEVEL, SOME WORDINGS OF THE INFRACTIONS IN THE MATRIX AND SOME CIRCUMSTANCES WERE ADJUSTED BASED ON THE RECOMMENDATIONS MADE BY VARIOUS STAKEHOLDERS.

    FOR EXAMPLE, SMOKING TOBACCO VIOLATIONS WERE MOVED TO LEVEL TWO AND THE POSSESSION OF OVER-THE-COUNTER MEDICATION WAS MOVED TO A LEVEL ONE.

    AND THE ALTERNATIVE PLACEMENT IS CLEARLY DEFINED TO ALIGN WITH THE NEW POLICY.

    BASED ON THE RECOMMENDATION BY THE VARIOUS STAKEHOLDERS.

    WORDINGS WERE MODIFIED, DUPLICATES WERE REMOVED AND SOME INFRACTIONS WERE MOVED TO DIFFERENT LEVELS.

    FOR EXAMPLE, INSUBORDINATION AND DEFIANCE WERE COMBINED.

    GANG ACTIVITY WAS ESCALATED FROM A LEVEL TWO INFRACTION TO A LEVEL THREE INFRACTION.

    AND IN ADDITION, SOME CONSEQUENCES WERE MODIFIED.

    WORDINGS FOR WAS CHANGED FOR UNDER THE ARREST OR CONVICTION OF CRIMES.

    OTHER RECOMMENDATIONS FOR MIDDLE SCHOOL AND THE HIGH SCHOOL LEVEL, WE CLEARLY DEFINE WHAT A TARDY IS.

    TARDY WILL BE DEFINED AS NOT BEING INSIDE THE APPOINTED CLASSROOM AT THE BEGINNING OF THE DESIGNATED CLASS PERIOD START TIME.

    AND WE ALSO ADDED THAT TARDIES WILL NOT RESET AT THE END OF EACH FIRST SEMESTER FOR A YEAR LONG CLASS.

    SOME NOTABLE CHANGES TO THE CODE OF CONDUCT WERE MADE TO THE CELL PHONE POLICY, THE DRESS CODE AND ALTERNATIVE PLACEMENT PROCESS . FOR CELL PHONES.

    WE UPDATED THE CELL PHONE POLICY AND THE MIDDLE AND HIGH LEVEL.

    HIGH SCHOOLS WILL BE GIVEN THE OPTION TO ESTABLISH ZONES FOR STUDENTS TO UTILIZE THEIR CELL PHONES FOR NONACADEMIC PURPOSES, WHEREAS MIDDLE SCHOOL OPTED TO HAVE NO ZONES. AND THIS WAS SUPPORTED BY ASSISTANT SUPERINTENDENTS AS WELL AS THE PRINCIPALS.

    ANOTHER NOTABLE CHANGE WAS THE MODIFICATIONS TO THE DRESS CODE.

    LEGGINGS AND SHIRTS WITH SLEEVES FOR YOUNG MEN WERE REMOVED AS BEING APPROPRIATE FROM THE HIGH SCHOOL DUE TO IT BEING A DUPLICATE OF WHAT WAS ALREADY COVERED.

    GUIDANCE HAD BEEN GIVEN ON THE WIDTH OF YOUNG LADIES TOPS.

    ADDITIONAL CHANGES TO THE DRESS CODE ARE BONNETS HAVE BEEN DEEMED INAPPROPRIATE AS HEAD COVERINGS AND SHOES AND CLOTHING THAT IS MADE TO BE WORN AT HOME HAS BEEN ADDED AS BEING INAPPROPRIATE.

    AND ALSO THE EXPOSURE OF UNDERWEAR AND SHORTS HAS BEEN ADDED TO THE INAPPROPRIATE SECTION OF THE DRESS CODE.

    WE ALSO REMOVE THE DIRECT PLACEMENT OF STUDENTS BY THE BUILDING LEVEL ADMINISTRATOR.

    STUDENTS WILL BE PLACED BY THE HEARING OFFICER AFTER HEARING ARE UPON REQUESTS BY A PARENT AND OR GUARDIAN.

    THE FOLLOWING ARE CHANGES MADE FOR ALL LEVELS OF THE CODE OF CONDUCT? THE WORDS EXECUTIVE DIRECTOR WAS REPLACED WITH ASSISTANT SUPERINTENDENT.

    THE CELL PHONE POLICY WAS REMOVED AND WILL BE MADE AVAILABLE DIGITALLY TO ALL STAKEHOLDERS ON THE DISTRICT'S WEBSITE.

    CURRENTLY, IT'S BEING REVISED AND IT IS IN YOUR PURPLE FOLDER TONIGHT.

    THE LENGTH OF DRESSES, SHORTS, SKIRTS, AND SKORTS HAVE BEEN MODIFIED TO BE NO LONGER THAN THREE INCHES PAST THE STUDENT'S FINGERTIPS WHEN ARMS ARE EXTENDED TO THE SIDE WHILE STANDING.

    WE ALSO ANOTHER ADDITION THAT WAS ADDED WAS SEEK COUNSELOR SUPPORT AS AN ADDED CONSEQUENCE IN THE MATRIX.

    SEXTING AND DRUG PARAPHERNALIA CODES WERE ADDED BY THE STATE DEPARTMENT OF EDUCATION.

    SO THE STAKEHOLDERS MADE RECOMMENDATIONS ON WHAT CONSEQUENCES SHOULD BE FOR THOSE INFRACTIONS.

    ONCE AGAIN, I WOULD LIKE TO REITERATE THAT THE CODE OF CONDUCT IS A GUIDE AND A STUDENT MAY BE DISCIPLINED ACCORDING TO THE NATURE AND THE DEGREE OF THE DEFENSE OR THE ACT AT THE DISCRETION OF THE ADMINISTRATOR.

    LUNCHROOM WORKERS, TRANSPORTATION.

    I MEAN, UP AND DOWN THE LINE.

    THESE PROPOSALS, IT'S JUST NOT CONSISTENT WITH WHAT I HEAR, WHO BELIEVE THAT BEHAVIOR ACCOUNTABILITY MUST IMPROVE ACROSS THE BOARD.

    OUR TEACHERS ESPECIALLY HAVE SPOKEN LOUD AND CLEAR ON THIS POINT THAT DISCIPLINE PROBLEMS AND I'M SORRY, BUT IN SOME CASES THE LACK OF ADMIN AND DISTRICT SUPPORT TO IMPROVE DISCIPLINE IS A MAJOR FACTOR IN TEACHER RETENTION AND THEIR AND MORALE AND JOB DISSATISFACTION.

    AND THESE ARE JUST HONEST RESPONSES I'VE GOTTEN.

    IF YOU LOOK AT THAT CONSEQUENCE MATRIX, ESPECIALLY FOR HIGH SCHOOL, I THINK I SAID BEFORE MANY OF THE REVISIONS WERE TO DECREASE THE CONSEQUENCE EITHER BY NUMBER OF DAYS.

    IN SCHOOL, OUT OF SCHOOL, AT WHAT LEVEL? FIRST DEFENSE FOR FIGHTING WAS REDUCED.

    AND, YOU KNOW, THOSE ARE JUST EXAMPLES WITHOUT WITHOUT POINTING THEM OUT INDIVIDUALLY.

    IF ANYTHING, I THINK THE PATHWAY TO SEAL FOR HABITUAL AND INCORRIGIBLE STUDENTS SHOULD BE MADE EASIER SO AS TO CHANGE THAT BEHAVIOR.

    BUT YET IT'S NOT.

    IT'S JUST NOT THE DIRECTION THAT I FEEL LIKE WE NEED TO GO.

    I'M BAFFLED AS TO WHY WE'RE GOING THAT WAY AND EVEN AND EVEN SAY OFFENDED, ESPECIALLY AFTER THE MANY CONVERSATIONS AND DISCUSSIONS WE'VE HAD IN MY THREE PLUS YEARS IN THIS ROOM OF DISCIPLINE.

    RIGHT. A FIRST OFFENSE FIGHT WHERE MAYBE THE TWO COMBATANTS STOP WHEN INSTRUCTED TO AS DIFFERENT THAN TWO THAT ON A FIRST OFFENSE, YOU KNOW, JUST DON'T STOP AND KEEP

    IF YOU NOTICE FROM THE LIST OF PEOPLE WHO WORKED ON THESE REVISIONS, THOSE ARE THE PRACTITIONERS.

    THOSE ARE THE ONES WHO SEE THESE BEHAVIORS DAY IN AND DAY OUT.

    THEY'RE THE ONES WHO ARE DEALING WITH THOSE THINGS.

    AND THESE ARE THE RECOMMENDATIONS THAT THAT THEY WERE MAKING.

    IF IT'S A SEVERE MISCONDUCT, WHY WOULD WE JUSTIFY REDUCING THAT? WHEN YOU TURN AROUND IN THAT SAME AREA FROM THE HIGH SCHOOL LEVEL, LEAVING SCHOOL, I GUESS IN THE EYES OF THE COMMITTEE IS MUCH MORE OFFENSIVE BECAUSE THAT REQUIRES AN OUT OF SCHOOL SUSPENSION, BUT A MAJOR DISRUPTION DOES NOT.

    SO IT'S JUST A FEW LITTLE THINGS THAT GO BACK AND FORTH.

    AND I AGREE WITH SUPERINTENDENT LAWRENCE THAT, YOU KNOW, WE'RE NOT GOING TO AGREE ON ALL OF THEM, BUT I THINK PEOPLE WANT TO SEE CONSISTENCY AND THAT

    OR A PARENT MAY SAY TO AN ADMINISTRATOR, CAN WE TRY THE ALTERNATIVE SETTING AS AN OPTION? AND THEY AGREE TO DIRECT PLACEMENT.

    SO THAT LINE ALSO SAYS UNDER CERTAIN CIRCUMSTANCES, TO ME, THAT'S GREAT.

    WHAT CIRCUMSTANCE DOES A PARENT GET TO RECOMMEND SILL IN LIEU OF EXPULSION? IT JUST SEEMS GREAT TO ME, BUT THAT'S WHAT'S IN WRITING.

    IT'S JUST IT'S AN OPTION.

    SOMETIMES PARENTS SAY, WELL, I DON'T WANT TO GO TO A HEARING.

    IS THERE SOMETHING ELSE? WHAT ABOUT THAT ALTERNATIVE SCHOOL? AND SO IF A PARENT GENERATES A REQUEST THAT WHAT WE FOUND PROBLEMATIC WAS WHEN A PRINCIPAL WOULD JUST ASSIGN A KID TO ALTERNATIVE SCHOOL, AND THAT THAT DOES NOT GIVE THAT CHILD A CHANCE TO STATE THEIR CASE TO TO HAVE THEIR SIDE OF THE EVENTS HEARD.

    AND SO WE HAVE TO HAVE IT EITHER THE PARENTS REQUESTING TO IT BASICALLY LIKE AN OUT OF ZONE REQUEST.

    AND SO WE CAN PLACE THAT CHILD THERE TEMPORARILY OR WE HAVE TO FOLLOW THE REGULAR PROCEDURE, WHICH MEANS GOING TO A HEARING AND YOU HAVE A RECOMMENDATION FOR EXPULSION OR POSSIBLE OUTCOME OF SEAL.

    ARE WE SAYING THAT THERE'S GOING TO BE PARENTS OUT THERE THAT WILL NOT REQUEST CIL IN LIEU OF EXPULSION? WELL, THERE ARE SOME PARENTS THAT DON'T WANT TO GO TO CIL, BUT THERE ARE SOME PARENTS THAT WANT TO GO TO CIL BEFORE THEY EVEN GET TO THE POINT OF GOING TO A HEARING.

    PARENTS MAY SAY, WELL, YOU KNOW, MY CHILD'S NOT BEEN SUCCESSFUL THIS YEAR.

    AND IF IT'S AN OFFENSE THAT COULD RESULT IN EXPULSION OR COULD RESULT IN ALTERNATIVE SCHOOL.

    TYPICALLY THAT IS A JUDGMENT CALL BY THE ADMINISTRATOR.

    BUT IF THE ADMINISTRATOR BELIEVES THAT IT NEEDS TO BE SOMETHING MORE SEVERE THAN A TEMPORARY SUSPENSION, THEN IT NEEDS TO GO TO THE HEARING OFFICER FOR THAT TO OCCUR.

    IN HAVING THAT CONVERSATION WITH THE PARENT, THE PARENT COULD SAY, WELL, IF THE HEARING OFFICER HAS THE OPTION OF EXPELLING MY CHILD OR PLACING MY CHILD IN AN ALTERNATIVE SCHOOL, THE PARENT COULD SAY, WELL, CAN WE GO AHEAD AND TRY THE ALTERNATIVE SCHOOL INSTEAD OF THAT?     TWO SCENARIOS THAT THAT WE PROPOSED IS OR THAT WE'VE LISTED HERE IS IF WE WANTED TO INCREASE ALL

    EMPLOYEES BY THE BY SAME COST OF LIVING ADJUSTMENT, WE WOULD BE ABLE TO DO THAT WITH A 3.25% COST OF LIVING ADJUSTMENT BASED ON THE SENATE VERSION OF THE BUDGET, WHICH IS CURRENTLY THE WORST CASE SCENARIO.

    AS AN ALTERNATE.

    ANOTHER SCENARIO WOULD BE A 2,000 PER SALE INCREASE ON THE TEACHER SCALE BECAUSE THAT WOULD COST MORE THAN A 3.25% INCREASE.

    WE WOULD ACTUALLY HAD TO PULL BACK A LITTLE BIT ON NON TEACHERS.

    SO WE WOULD LOOK AT A COMBINATION OF 2000 ON THE TEACHER SCALE AND A TWO AND A HALF PERCENT COST OF LIVING ADJUSTMENT FOR NON TEACHERS.

    THE THE STEP INCREASE FOR ANYONE WHO'S ELIGIBLE WOULD BE IN ADDITION TO THIS.

    BUT. ANY DECISION, ANY GUIDANCE, I GUESS, THAT THE BOARD WOULD PROVIDE WOULDN'T BE FINAL NECESSARILY, BUT IT WOULD HELP US PREPARE FOR THE NEXT REGULAR MEETING.

    I THINK THE EXACT WORDING IS THAT PROVISIONS WOULD HAVE TO BE IN PLACE BEFORE JULY 1 OF 2023.

    MY UNDERSTANDING IS THAT THE STATE WOULD PROVIDE SOME GUIDANCE ON THAT AND THEN WE WOULD HAVE TO ADOPT A POLICY TO SAY HOW WE WERE GOING TO ACCOMPLISH IT. AND I MAY BE GETTING SOME OF THE LEGISLATION MIXED UP.

    WE'RE LOOKING AT A LOT OF IT RIGHT NOW, BUT THAT DEADLINE IS JULY ONE OF 23.

    I DIDN'T MENTION EARLIER, BUT THERE ARE SOME POSITIVE NEWS TOO FROM THE BOARD OF ECONOMIC ADVISORS MEETING YESTERDAY.

    THEY'RE LOOKING AT ALMOST A 336 MILLION INCREASE IN GENERAL FUND RECURRING DOLLARS FOR 22-23 952 MILLION NON RECURRING GENERAL FUND DOLLARS IN THIS YEAR, 29 AND A HALF NONRECURRING EIA DOLLARS IN THIS YEAR.

    SO THERE IS SOME POSITIVE NEWS OUT THERE, A LITTLE BIT OF CONCERN WHETHER OR NOT A SUSTAINABLE JUST GIVEN THE CURRENT STATE OF THE ECONOMY, INFLATION, ETC..

    BUT YES SIR, THOSE ARE THOSE ARE THINGS TO BE MINDFUL OF.

    WE PREPARE OUR STUDENTS FOR POST-SECONDARY OPPORTUNITIES THROUGH THESE 16 TO 18 DIFFERENT PATHWAYS THAT WE OFFER.

    A LOT OF THEM HAVE JOB OPPORTUNITIES.

    ONCE THEY LEAVE THE CAREER CENTER, SOMEONE, SOME IN THE AREAS ARE MAKING 60 TO $70000 A YEAR RIGHT OUT OF HIGH SCHOOL.

    SO WE PRIDE OURSELVES ON THAT AND WE'RE AT MAXIMUM CAPACITY RIGHT NOW.

    SO IT'S VERY IMPORTANT THAT WE GET TO THIS POINT RIGHT HERE WHERE WE BRIDGE THAT GAP.

    THEY REALLY GET INTO THE PROGRAM IN THEIR SOPHOMORE YEAR, COMPUTER REPAIR AND SERVICE, AND IN THEIR THIRD YEAR YOU TAKE THAT ADVANCED COMPUTER REPAIR AND SERVICE, AND WE ALSO HAVE THE INDUSTRY CERTIFICATIONS THAT ARE UP THERE.

    AND JUST TO MAKE A LONG STORY SHORT, ONCE STUDENTS RECEIVE THESE CERTIFICATIONS AND THEY MATRICULATE THROUGH THIS PROGRAM, THEY ARE ACTUALLY QUALIFIED TO GO WORK IN INDUSTRY POST-HIGH SCHOOL.

    WE HAVE 63 CERTIFIED STUDENTS THAT ARE CERTIFIED DELL TECHNICIANS.

    WE'VE REPAIRED MORE THAN 520 COMPUTERS ON THE MAJORITY OF THEM IN THE NORTH AUGUSTA AREA.

    AND WE ALSO ARE PROJECTING ENROLLMENT FOR THE 22-23 SCHOOL YEAR IS 320 STUDENTS THROUGHOUT THE DISTRICT.
