SO IF YOU WOULD JOIN ME IN A MOMENT OF SILENCE TO COLLECT OUR THOUGHTS.

NOW, IF YOU WOULD, LET'S STAND AND FOR THE PLEDGE OF ALLEGIANCE.

OKAY. THE AGENDA HAS BEEN CIRCULATED TO ALL THE BOARD MEMBERS AND THE PRESS.

AND AGAIN, IT'S A GIGANTIC NUMBER OF ITEMS THAT WE HAVE TO CONSIDER TONIGHT.

I'M CONCERNED THAT WHEN WE HAVE THESE LONG AGENDAS THAT WE FEEL PRESSURED AND TRY TO RUSH THROUGH THEM AND MAY NOT GIVE THEM AS MUCH CONSIDERATION AS WE NEED TO, PARTICULARLY BUDGET.

WE'VE GOT A BUDGET ITEM THAT COULD TAKE A LONG TIME OR IT COULD BE VERY BRIEF.

SO I'M GOING TO PROPOSE THAT AFTER 2 HOURS, IF WE HAVE NOT MADE SUBSTANTIAL PROGRESS AND IT DOESN'T LOOK LIKE WE'RE GOING TO GET THROUGH IN A VERY SHORT PERIOD OF TIME THAT WE ENTERTAIN A MOTION TO CARRY OVER ALL THE ITEMS, REGULAR SESSION ITEMS TO NEXT TUESDAY AND HAVE A SPECIAL CALL MEETING.

WE WILL NEED TO HAVE THE EXECUTIVE SESSION MEETING TONIGHT BECAUSE THERE ARE TIME SENSITIVE ITEMS THERE THAT WE HAVE TO DEAL WITH.

SO BE THINKING ABOUT WHAT'S YOUR POSITION ON A SPECIAL CALL MEETING MIGHT BE? IF WE RUN TOO LONG.

WE HAVE TWO SETS OF MINUTES REQUIRING APPROVAL THIS EVENING.

THE SPECIAL CALL MEETING WITH THE BUDGET WORKSHOP ON APRIL 12TH AND THE REGULAR MEETING OF APRIL THE 19TH.

AND WE ARE HERE TO RECOGNIZE AN ADMINISTRATOR TONIGHT.

IT'S CALLED THE ROBERT E ALEXANDER OUTSTANDING K-12 ADMINISTRATOR OF THE YEAR AWARD.

AND WE LOOK FOR ADMINISTRATORS WHO HELP TO PROMOTE SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS EDUCATION IN OUR SCHOOLS.

SO YOU MIGHT HAVE HEARD THAT RECENTLY.

WE'VE HAD THIS.

COVID THING. ANYBODY HEARD OF THAT? SO WE ENJOY BRINGING STUDENTS OUT TO THE RUTH PATRICK SCIENCE CENTER ON FIELD TRIPS.

BUT THAT WAS REALLY DIFFICULT DURING COVID AND WORKING WITH SCHOOLS.

WHAT WE DID, INSTEAD OF BRINGING STUDENTS TO THE RUTH PATRICK SCIENCE EDUCATION CENTER, WE BROUGHT THE RUTH PATRICK SCIENCE EDUCATION CENTER TO THE STUDENTS.

AND THAT CREATED A NUMBER OF CHALLENGES.

AND WE'RE REALLY THANKFUL TO THE SCHOOL BOARD, THE ADMINISTRATORS, FOR ALLOWING US TO COME INTO SCHOOLS.

AND THIS PARTICULAR PRINCIPAL WAS VERY HELPFUL IN GETTING US AND INVITING US AND HAVING US BE THERE.

I DID WANT TO MAKE ONE COMMENT LAST WEEK.

WE HAD A SCHOOL COME AND THE TEACHER AT THE END OF HER VISIT WITH US FROM NORTH AUGUSTA ELEMENTARY SCHOOL SAID, WE ARE JUST SO THANKFUL THIS IS THE FIRST FIELD TRIP THAT THESE STUDENTS HAVE EVER MADE BECAUSE THEY DIDN'T GET TO COME.

THEY WERE FIRST GRADERS. THEY DIDN'T COME LAST YEAR AND IT WAS REALLY MEANINGFUL TO HAVE THAT.

SO I DO WANT TO GO AHEAD AND MENTION THAT THIS YEAR'S AWARD GOES TO THE PRINCIPAL AT CHUKKER CREEK ELEMENTARY SCHOOL, SARAH BETH BROWN.

MY NAME IS MIKE ROZIER AND I HAD THE PRIVILEGE OF SERVING AS ACPSD'S DIRECTOR OF COMMUNICATIONS AND COMMUNITY PARTNERSHIPS.

EARLIER THIS YEAR, PUBLIC EDUCATION PARTNERS PRESENTED ACPSD WITH A CHECK FOR $3,831.34 TO FUND SEVEN GRANT PROJECTS, WHICH INCLUDED 14 OF OUR EDUCATORS.

TONIGHT, THEY ARE BACK.

ALL RIGHT. TONIGHT THEY'RE BACK.

MR. GOULET, OVER HERE.

WAVING THE. WAVING THE FUNDS AROUND WITH ROUND TWO.

AND WE COULD NOT BE HAPPIER ABOUT THAT.

AIKEN COUNTY PUBLIC SCHOOL DISTRICT HAS BEEN GIVEN A $5,197 AND FOUR CENT DONATION FROM THE PUBLIC EDUCATION PARTNERS OF AIKEN COUNTY.

THE FUNDS FROM THIS DONATION WILL BE USED TO FUND 11 TEACHER GRANT AWARDS.

AFTER EVALUATING ALL OF THE GRANT APPLICATIONS SUBMITTED TO PEP 11 PROJECTS THAT WERE SELECTED TO RECEIVE AWARDS, THESE GRANTS TOTALED $5,197 AND 4%, WITH $1,925 OF THAT OF THOSE FUNDS RELATED TO STEAM.

THE FUNDS ARE TO BE USED FOR THE FOLLOWING AWARDEE TEACHERS TO CARRY OUT THEIR GRANT PROJECTS.

I'D LIKE TO PIGGYBACK ON WHAT MIKE SAID AND THANK YOU FOR WHAT YOU'VE DONE TO THIS YEAR AND FOR MANY, MANY YEARS IN THE PAST.

IT'S BEEN AN OUTSTANDING EFFORT AND HAVE DONE MANY, MANY GOOD THINGS FOR THE SCHOOL DISTRICT.

AND WE APPRECIATE IT. KEEP UP THE GOOD WORK.

ON THE PUBLIC PARTICIPATION.

I REALLY HAVE A BAD HABIT OF TRYING TO AVOID THINGS THAT ARE POTENTIALLY UNPLEASANT.

WE NOW HAVE TO HAVE THE PUBLIC HEARINGS ON THE BUDGET AND WE'VE GOTTEN SOME BAD NEWS OVER THE WEEKEND.

AND I'M NOT GOING TO TALK ABOUT THAT BECAUSE I DON'T WANT TO BE ASSOCIATED WITH IT.

I'LL LET MR. LAURENCE TELL YOU ABOUT THAT.

THANK YOU, MR. CHAIR. I APPRECIATE THAT.

WE I AM GOING TO ACTUALLY ASK MR. TRAXLER TO SHARE A LITTLE BIT ABOUT ABOUT THE STATE BUDGET PROCESS.

THE SENATE ISSUED ITS VERSION OF THE BUDGET, WHICH FOR AIKEN COUNTY IS ABOUT TWO AND A HALF MILLION DOLLARS LESS THAN WHAT THE HOUSE VERSION WAS.

AND THAT THAT WILL PRESENT SOME SOME CHALLENGES FOR US.

AND OF COURSE, SINCE THAT'S THE BUDGET THAT'S KIND OF ON THE TABLE RIGHT NOW, WE HAVE TO PLAN FOR THAT FOR THAT PROBABILITY.

OF COURSE, WE STILL HAVE THE HOUSE TO CONTINUE TO WORK ON A RESPONSE TO THAT BUDGET.

AND THEN WE ALSO HAVE THE CONFERENCE COMMITTEE BETWEEN THE HOUSE AND THE SENATE.

THAT'S PROBABLY GOING TO TAKE PLACE SEVERAL WEEKS FROM NOW.

SO. SO FOR THE TIME BEING, WE WILL BE LOOKING AT WE'LL BE LOOKING AT AT THE SENATE BUDGET FOR FOR PLANNING PURPOSES.

SO, MR. TRAXLER, IF YOU HAVE ANY SPECIFICS TO ADD TO THAT.

BOARD MEMBERS. MR. LAURENCE. I THINK MR. LAURENCE SUMMED IT UP WELL.

DO YOU HAVE A QUICK PRESENTATION HERE JUST SO THE BOARD COULD SEE? WOULD YOU HIT THAT, PLEASE? COULD SEE WHAT WE'RE LOOKING AT AS FAR AS STATE FUNDING.

WHENEVER WE BROUGHT THE FIRST READING OF THE BUDGET FOR BOARD CONSIDERATION IN APRIL, IT WAS BASED ON THE HOUSE VERSION OF THE BUDGET IS WHAT HAD BEEN APPROVED AND WHAT WE HAD NUMBERS FOR AT THAT TIME.

AND IN THIS IS AN EXAMPLE OF WHAT WE GET EACH YEAR FROM THE STATE.

IT PROVIDES A BREAKDOWN OF A VARIETY OF OF FUNDS THAT WE RECEIVE.

THE ITEMS IN THE RED BOX SHOW THAT OUR EDUCATION FUNDING TOTALED 106 MILLION AND CHANGE.

AND AGAIN, THAT'S WHAT WE USED IN THE FIRST READING OF THE BUDGET.

SUBSEQUENT TO THE FIRST READING, THE STATE APPROVED THE THE EXCUSE ME, THE SENATE APPROVED THEIR VERSION OF THE BUDGET.

AND FRIDAY EVENING WE RECEIVED THOSE ALLOCATIONS FROM THE STATE DEPARTMENT OF ED.

AND THESE ARE THE NEW NUMBERS.

SO, AGAIN, THOSE NUMBERS IN THE IN THE RED BLOCK REPRESENT THE EDUCATION FUNDING THAT THAT WE'D RECEIVE.

NOW, YOU WILL NOTICE THAT THE PREVIOUS SLIDE HAD TWO LINES.

THIS HAS HAS FOUR LINES THAT ARE BLOCKED.

AND IT'S THE THE APPROACH THAT THE SENATE AND THE HOUSE ARE TAKING TO IMPLEMENTING THE NEW GOVERNOR'S FUNDING.

THE HOUSE HAS SAID THAT WE'RE GOING TO APPLY THE GOVERNOR'S FUNDING PLAN TO ALL OF THIS MONEY.

THE SENATE HAS SAID THAT WE'RE GOING TO APPLY A STAKE IN THE GROUND.

SO IN ESSENCE, WHAT SCHOOL DISTRICTS RECEIVED THROUGH 21-22, THEY'RE GUARANTEED TO RECEIVE IN A NEW MONEY BEGINNING IN 23 WOULD BE ALLOCATED BASED ON THIS GOVERNOR'S FUNDING PLAN FOR US, THAT IS, MR.

LAURENCE MENTIONED THIS JUST SHORT OF A TWO AND A HALF MILLION DOLLAR DECREASE.

AND BECAUSE THAT'S THE WORST CASE OF THESE TWO.

THAT'S NOW WHAT WE'RE PLAYING WITH IS AS WE MOVE FORWARD WITH BUDGET.

BASED ON WHAT WE'RE HEARING, THE THE CONFERENCE COMMITTEE POSSIBLY ISN'T MEETING UNTIL SOMETIME IN JUNE.

SO WE HAVE AN AGENDA ITEM LATER ON FOR YOUR CONSIDERATION TO PUSH BACK OUR FINAL READING, TO GIVE US SOME ADDITIONAL TIME TO LOOK AT THINGS, TRACK THINGS AT THE STATE LEVEL.

BUT WE'RE NOT REAL SURE AT THIS POINT WHEN THE STATE MAY BE FINISHED WITH THEIR BUDGETS.

OF COURSE, WE WOULD HAVE TO GET OURS IN PLACE BY JUNE 30 AND AS ALWAYS, WE HAVE THE ABILITY TO AMEND IF NEEDED.

BUT AS PART OF THIS CHANGE, WE'VE LOOKED AT A VARIETY OF SCENARIOS.

ONE THING THAT I'VE SHARED IN THE PAST AND I MENTIONED DURING OUR WORK STUDY AND UPDATE, IS THAT ABOUT 90% OF OUR GENERAL FUND BUDGET IS TIED TO SALARIES AND FRINGE.

SO IN ORDER TO ABSORB THIS TWO AND A HALF MILLION, TO TAKE IT OUT OF WHAT WE PRESENTED IN THE FIRST READING, THAT MEANS THAT WE'RE GOING TO HAVE TO HIT SALARY AND FRINGE IN SOME RESPECT THERE TO A PRETTY SIGNIFICANT TUNE. THE, WE SHARE SOME OPTIONS AT THE TIME AND OF COURSE THOSE ARE STILL ON THE TABLE FOR CONSIDERATION. BUT WE DID PROVIDE SOME ADDITIONAL INFO IN YOUR PURPLE FOLDER, BUT AT THIS POINT I'LL BE HAPPY TO ANSWER ANY QUESTIONS.

YEAH, WELL, THIS IS THE PUBLIC'S OPPORTUNITY TO STEP UP TO THE MICROPHONE AND TELL US WHAT YOU THINK ABOUT THE BUDGET. WHAT YOU LIKE ABOUT IT? YOU DON'T LIKE ABOUT IT. WHAT DO YOU THINK SHOULD BE IN THERE THAT'S NOT IN THERE OR WHAT? WHATEVER YOU HAVE TO SAY ABOUT IT.

SO IF YOU WOULD LIKE TO MAKE A COMMENT, PLEASE STEP TO THE MICROPHONE AND IDENTIFY YOURSELF AND HAVE AT IT.

PLEASE TRY TO LIMIT YOUR REMARKS TO ABOUT 3 MINUTES IF POSSIBLE.

SO ANYONE IN THE AUDIENCE THAT WOULD LIKE TO ADDRESS THE BOARD ABOUT THE BUDGET? WELL, THANK YOU FOR YOUR CONFIDENCE.

ANYTHING ELSE WE NEED TO DO? NO, JUST PENDING THE THE AGENDA ITEM THAT WE HAVE A LITTLE BIT LATER TO EXTEND VINYL READING TO TO JUNE 14TH. WE WOULD EITHER TONIGHT OR ON ON MAY 24TH, WE WOULD NEED SOME FAIRLY SPECIFIC DIRECTION FROM THE BOARD ON ON WHAT THAT SECOND READING OF THE BUDGET WILL LOOK LIKE.

OKAY. YOU DON'T HAVE TO APPROVE ANYTHING AND YOU DON'T HAVE TO LOCK IT IN.

BUT EITHER TONIGHT OR IN TWO WEEKS, WE'D LIKE SOME DIRECTION ON WHERE WE SHOULD GO.

BUT AT WHAT POINT DO YOU WANT TO TALK ABOUT THE SALARY ADJUSTMENTS AND ALL THAT? YEAH, WELL, I CAN SHARE THAT NOW.

I MEAN, IN THE IN THE FIRST READING OF THE BUDGET, WHAT YOU HAD WAS WAS ESSENTIALLY FOR MOST CELLS ON THE TEACHER SALARY SCHEDULE, WE HAD $4,000 ADDED.

AND THAT'S WHAT THE HOUSE OF REPRESENTATIVES STARTED TALKING ABOUT REALLY MONTHS AGO.

AND THAT'S WHAT'S KIND OF BEEN OUT THERE IN THE PRESS AND AND IN THE DISCUSSION FOR A GOOD WHILE.

THE SENATE CAME BACK AND WHEN THEY STARTED WORKING ON THE BUDGET, THEY LOWERED THAT NUMBER TO 2000.

SO AND THE FUNDING IS COMMISERATE WITH THAT.

WE CAN SEE THAT 4000 IS REALLY NOT AN OPTION.

WE HAD RECOMMENDED IN THE FIRST READING THAT WE TAKE THE THE FIRST FOUR BANDS OR THE BAND OF THE FIRST FOUR LEVELS IN OUR SALARY SCHEDULE THAT ARE RIGHT NOW COMBINED AND SEPARATING THEM BY ADDING VARIOUS AMOUNTS.

I THINK WE WERE STARTING AT $2,000 FOR STEP ZERO AND THEN GO INTO 2500-3,000, 3500 AND THEN TO 4000 THE REST OF THE WAY THROUGH TO GET SOME DIFFERENTIATION THERE.

AND WE WERE ABLE TO RECOMMEND THAT BECAUSE WE HAD THAT LARGE AMOUNT OF FUNDING FOR SALARIES THAT WOULD ALLOW US TO DO THAT.

WE REALLY DON'T SEE THAT AS AN OPTION WITH THIS LOWER AMOUNT OF MONEY.

SO SOME OPTIONS THAT MIGHT BE AVAILABLE TO US WOULD BE TO USE THAT SENATE SUGGESTION, WHICH WAS 2000 PER SCALE.

BUT WITH THAT, IT REALLY DOESN'T GIVE US ANY ROOM TO BREAK UP THOSE SALARY BANDS.

SO SO THAT WOULD BE AN OPTION.

ANOTHER OPTION THAT WE LOOKED AT WITH WITH THE MONEY AVAILABLE WOULD BE A 3.25% INCREASE, WHICH IS A LITTLE LESS THAN $2,000 AT THE ENTRY LEVEL, BUT MORE THAN $2,000 AT THE HIGHER LEVELS OF THE OF THE SALARY SCHEDULE.

SO LOOKING AT IT FROM A PERCENTAGE STANDPOINT, IN THE FIRST READING OF THE BUDGET, WE DID NOT HAVE ANY COST OF LIVING INCREASES FOR NON TEACHERS. THE ONLY THING WE HAD IN THERE WAS WAS A STEP INCREASE FOR NON TEACHERS.

WHAT WE WOULD BE ABLE TO DO IN BOTH OF THOSE TWO SCENARIOS WITH THE FUNDING THAT IS AVAILABLE WOULD BE TO INCLUDE ALL NON TEACHERS IN A COST OF LIVING INCREASE.

SO IF WE WENT WITH A $2,000 PER CELL INCREASE IN THE TEACHER SALARY SCHEDULE, WE COULD AFFORD A TWO AND A HALF PERCENT COST OF LIVING INCREASE FOR FOR NON TEACHERS.

IF WE WENT WITH 3.25% FOR EACH CELL OF OUR TEACHER SCHEDULE, WE COULD DO THAT SAME 3.25% FOR ALL NON TEACHERS AS WELL.

SO IN OTHER WORDS, EVERY EMPLOYEE IN THE SCHOOL DISTRICT, WE COULD LOOK AT A 3.25% COST OF LIVING ADJUSTMENT.

SO AND THERE ARE PROBABLY TEN, 20, 30 MORE VARIATIONS THAT WE COULD LOOK AT.

BUT THOSE WERE JUST JUST TWO THAT MADE SENSE BASED ON THE AMOUNT OF FUNDING IN THE SENATE PLAN.

DO YOU WANT TO DISCUSS THIS NOW OR DO YOU WANT TO LET IT FESTER FOR A COUPLE OF WEEKS AND THEN COME BACK? MR. SILAS? JUST A COMMENT.

WE'RE STILL SHOOTING FROM THE HIP FOR A WHILE, AND I THINK WE KIND OF HIT AN IMPASSE WITH THAT LAST TIME.

I'D STILL LIKE TO SEE WHAT THE STATE'S ACTUALLY GOING TO GRANT US OR HAMMER US WITH.

THAT'S JUST MY PERSONAL VIEW.

SO I'D BE OKAY WITH WAITING.

SO YEAH, I MEAN, THAT'S FINE WITH ME TO HAVE MY QUESTIONS.
