WE CURRENTLY HAVE, AS OF THIS EVENING, TWO HUNDRED AND SIXTY SIX CITIZENS LIVING IN THE AIKEN COUNTY ZIP CODES THAT THE ORIGINAL SIGNATURES HAVE BEEN PRESENTED TO.
MY REPRESENTATIVE DISTRICT NINE MR. CAM NUESSLE SO HE HAS THOSE ORIGINAL SIGNATURES FOR YOU TO VALIDATE.

WE HAVE SUBMITTED OUR FINDINGS TO THE BOARD BUZZWORDS LIKE EQUITY AND SET OF EQUALITY OF OUTCOME, ANTI-RACISM, ET CETERA, HAVE APPEARED IN WRITINGS BY THE SUPERINTENDENTS OF SOUTH CAROLINA AND AIKEN COUNTY.

WHAT HAS HAPPENED IS THAT OUR LOCAL GOVERNMENT IS BEHOLDEN TO THE STATE OF SOUTH CAROLINA, WHICH IS IN TURN BEHOLDEN TO THIS FEDERAL GOVERNMENT THROUGH FEDERAL AND STATE FUNDING.
OUR CONSTITUTION WAS CREATED TO FORM A BOTTOM UP GOVERNMENT, NOT TOP DOWN.
WE DO NOT HAVE TO AUTOMATICALLY ACCEPT EDUCATIONAL MANDATES FROM UPPER LEVELS OF GOVERNMENT BECAUSE NOWHERE IN THE CONSTITUTION DOES IT SAY EDUCATION OF OUR CHILDREN IS WITHIN THE PURVIEW OF THE FEDERAL GOVERNMENT.
THAT WAS ALL STARTED BY [INAUDIBLE] AND CROWLEY AT THE END OF THE 19TH BEGINNING OF THE 20TH CENTURY, WHO ARE THE FATHERS OF MODERN PROGRESSIVISM AND THEY PROMOTED INDOCTRINATION IN THE SCHOOLS AND WERE STAUNCHLY AGAINST THE CONSTITUTION AND REPUBLIC? TONIGHT, I WANTED TO BRING YOU A QUICK UPDATE ON WHERE WE ARE WITH THE PROGRESS OF THE PROJECT OUT WAGENER-SALLEY HIGH SCHOOL AND OUR PROPOSED RECOMMENDATION FOR HOW WE PROCEED.
ON DECEMBER 2ND, WE HAD A TOWN HALL MEETING WHERE WE PRESENTED A LOT OF THIS INFORMATION AND ALSO GATHERED SOME FEEDBACK FROM THE COMMUNITY AND THIS IS A SUMMATION OF WHAT WE PRESENTED AND THE FEEDBACK WE RECEIVED.
SO IT'S A PROPOSAL FOR THE NEW WAGENER-SALLEY HIGH SCHOOL.
THE CURRENT STATE OF THE SCHOOL IS THAT THE STRUCTURE WAS BUILT IN 1939 AND HAS AN ANTIQUATED HVAC SYSTEM THAT WILL REQUIRE COMPLETE REPLACEMENT TO MEET ALL AIR

QUALITY REQUIREMENTS.THERE ARE CURRENTLY NO AIR IN THE HALLWAYS, WHICH CONTRIBUTES TO SUBSTANTIAL TEMPERATURE DIFFERENCES BETWEEN HALLWAYS AND CLASSROOMS. THERE ARE VERY LIMITED ELECTRICAL OUTLETS AND THROUGHOUT THE BUILDING TO SUPPORT OUR CURRENT ONE TO ONE CLASSROOM TECHNOLOGY INITIATIVES AS WELL.
THERE ARE RECURRENT REPAIRS AND MAINTENANCE TO THE ROOF DESPITE THE ROOF BEING REPLACED 10 YEARS AGO DUE TO THE AGE OF THE BUILDING AND POOR VENTILATION AND MOISTURE IN CERTAIN AREAS CONTRIBUTE TO REOCCURRING MOLD ISSUES.
THE STRUCTURE OF THE BUILDING IS LARGELY WOODEN AND THERE IS NO SPRINKLER SYSTEM.
IT IS CURRENTLY BUILT ON A CRAWLSPACE WHEN LARGE PORTIONS OF THE FACILITY ARE CARPETED.
THE BASEMENT UNDER THE AUDITORIUM SECTION CONSISTENTLY FLOODS AND HOLDS WATER.
THE COST TO RENOVATE AND IMPROVE THE STRUCTURE IS LESS EFFECTIVE AND COST EFFICIENT THAN DEMOLISHING AND REPLACING IN PLACE.
FUNDS FOR THE NEW CONSTRUCTION ARE CURRENTLY ALLOCATED FOR THE FIVE YEAR FACILITY PLAN BEGINNING IN 2024.
IN 2024, YOU CAN SEE WE HAVE 13 MILLION SLATED FOR RENOVATIONS AND IMPROVEMENTS OF THE SCHOOL AND IN 2025, WE HAVE ANOTHER 7.5 MILLION, ROUGHLY 20.5 MILLION DOLLARS FOR RENOVATION OF THE SCHOOL.
THE ESSER THREE FEDERAL COVID DOLLARS, WE REQUESTED FOR AND RECEIVED APPROVAL TO USE TWENTY FIVE MILLION EIGHT HUNDRED EIGHTY TWO THOUSAND DOLLARS TO ADD TO OUR PREVIOUSLY ALLOCATED AMOUNT TO IMPROVE THE BUILDING OR REPLACE THE BUILDING.
A TOTAL TO REPLACE WAGENER-SALLEY HIGH SCHOOL WILL BE ROUGHLY $45 MILLION.
THE MONEY THAT COMES WITH THE ESSER THREE FUNDS MUST BE SPENT NO LATER THAN SEPTEMBER 30TH OF 2024.
OUR PROPOSAL AFTER CONSIDERATION OF THE TIMELINE OF THE USE OF THE FUNDS, THE CONSTRUCTION RELATED DISRUPTIONS THAT WILL COME ALONG WITH THE ACADEMIC PROGRAMS, STUDENT RELOCATION COSTS, LOSS OF ATHLETIC PLAYING FIELDS DURING CONSTRUCTION AND THE OVERWHELMING SENTIMENT OF THE COMMUNITY DURING THE TOWN HALL.
BASICALLY, WE ARE RECOMMENDING THAT WE PROCEED WITH BUILDING OF THE NEW SITE AT THE CORBETT LOCATION, AS YOU CAN SEE OUTLINE HERE.

SO HAVING SAID THAT, YOU CAN SEE THAT IN THAT FISCAL YEAR OF 2018, OUR ENERGY COSTS ELECTRIC IN THE SCHOOLS AFFECTED WAS ABOUT $3.9 MILLION AND IN THAT FISCAL YEAR OF 2021, THEY HAD DROPPED TO ABOUT $2.9 MILLION, SO ABOUT A MILLION DOLLARS DIFFERENCE IN WHAT WE'RE SPENDING ON ELECTRICITY NOW, YOU CAN SEE GAS HAS BEEN UP AND DOWN.
BUT AGAIN, THOSE TWO UTILITIES REPRESENT A VERY SMALL PERCENTAGE OF WHAT WE SPEND EACH YEAR ON ON OUR UTILITIES.
SO LOOKING AT THE SOLAR ARRAYS, THIS ONE, OF COURSE, IS THE ONE THAT'S ON THE BUSBEE-CORBETT CAMPUS AND BUT THEY ARE DETAILED AND YOU CAN SEE AS FAR AS BUSBEE CORBETT IS CONCERNED, BEGINNING IN MARCH OF 21, WE ACTUALLY STARTED EXPERIENCING NEGATIVE USAGE.

AT THE TIME, WE HAD DIFFERENT ADMINISTRATION AND WHATNOT, AND THAT IDEA REALLY DIDN'T GO ANYWHERE.
BUT I THINK WE'RE WE WOULD ALL AGREE.
WE'RE STARTING TO SEE SOME ISSUES THAT A COUPLE OF CAMPUSES THAT I PERSONALLY THINK WE COULD UTILIZE A COMMITTEE LIKE THAT.
THE REASON THAT IT WASN'T REALLY SUPPORTED BEFORE WAS THAT IT WOULD BE REDUNDANT BECAUSE WE HAD SOME THINGS IN PLACE THERE ALREADY AND WHILE I WOULD AGREE WITH THAT, I'D POINT OUT EXAMPLES WHERE WE HAVE A GOOD COMMUNICATIONS DEPARTMENT, BUT WE HAVE COMMUNICATIONS COMMITTEE AS WELL AND I THINK IT WOULD IT WOULD BE BENEFICIAL TO MAYBE HAVE A MORE OFFICIAL BACK AND FORTH WITH LAW ENFORCEMENT.
I KNOW WE HAVE A GOOD COMMUNICATION THERE, BUT US AND THEM AND COMMUNITY MEMBERS IN ONE ROOM WHERE THERE CAN BE SOME IDEA SHARING AND I WOULD I WOULD ULTIMATELY LIKE TO SEE US REALLY KIND OF OFFICIALLY CREATE SOME SORT OF POSITION.
I DON'T KNOW WHAT THAT LOOKS LIKE, BUT WE'LL CALL IT A SECURITY CONSULTANT OR SECURITY EXPERT HERE THAT CAN REALLY DO A GOOD AUDIT OF ALL OF OUR CAMPUSES, SPECIFICALLY SPECIFICALLY CAMPUSES, ALL OF OUR BUILDINGS, THOUGH.
BUT ANYWHERE WE HAVE STUDENTS THAT WE CAN MAXIMIZE SAFETY.
I THINK WE'VE MADE A LOT OF GOOD STRIDES THERE ALREADY.
I DON'T MEAN TO IMPLY WE HAVE NOT.
BUT I THINK IF WE HAD SOME SORT OF LAW ENFORCEMENT EXPERT IN SECURITY TASKED WITH THAT DUTY, I THINK WE COULD SEE A LOT OF POSITIVES COME OUT OF THAT.

I THOUGHT THERE WAS EXCELLENT SUPERVISION PLANS MAKING SURE THINGS WERE WATCHED AND THINGS LIKE THAT AND BUT, WELL, YOU KNOW, AND THIS YEAR, I JUST WANT TO MAKE SURE, YOU KNOW, I THINK WE'VE ALL COMMENTED THAT THIS YEAR FEELS DIFFERENT IN THAT WE HAVE MAYBE MORE INCIDENTS OF A VIOLENT NATURE AND THINGS LIKE THAT.
THOSE THINGS HAVE HAPPENED IN THE PAST, BUT IT SEEMS DIFFERENT AND THEN I WAS REMEMBERING ALSO THAT WE HAD A GENTLEMAN COME AND GIVE A PRESENTATION BACK IN APRIL ABOUT THE GRANT AND YOU KNOW, SOME OF THE RECOMMENDATIONS THAT CAME OUT OF THAT WERE LIKE TO HIRE A SECURITY AND EMERGENCY MANAGER, CREATE AN ENTERPRISE BASED SYSTEM FOR

I JUST FEEL LIKE EVERY BOARD MEMBER NEEDS TO HAVE EQUAL INPUT VERSUS A SMALL COMMITTEE MEETING TO GET ALL THE INFORMATION ABOUT WHATEVER THE ISSUE MAY BE.
ARE YOU TALKING ABOUT TO FORM THE COMMITTEE OR FUNCTION? BOTH.
I CERTAINLY AGREE WITH YOU THAT EVERY BOARD MEMBER SHOULD HAVE INPUT INTO WHAT WOULD THE COMMITTEE LOOK LIKE AND HOW TO CONSTITUTE THE COMMITTEE.
I THINK THE MAJOR ADVANTAGE OF HAVING THE COMMITTEES IT PUTS.
.. YOU KNOW, I MEAN, IF WE'RE GOING TO ALL BE A PART OF DOING WHAT THIS COMMITTEE WOULD DO, IT WOULD BE A BOARD MEETING.
WE WOULD HAVE TO HAVE NUMEROUS BOARD MEETINGS ON A VERY REGULAR INTERVAL IN ORDER TO ACCOMPLISH ANYTHING.
I THINK THE IDEA BEHIND THE COMMITTEE IS YOU TAKE THE PEOPLE WHO ARE MOST EXCITED ABOUT IT AND PROBABLY THE MOST CAPABLE IF THERE IS SUCH THING AND ASK THEM TO REPRESENT THE BOARD AND FORMULATE.
BUT ANY POLICY, CHANGE, IMPLEMENTATION WOULD HAVE TO REQUIRE BOARD ACTION.

SO I JUST THINK THAT'S INTERESTING, ESPECIALLY THE FACT THAT MOST OF THE PEOPLE WHO RESPONDED ARE INTERESTED IN MOVING FORWARD.
THAT'S NOT THE ONLY INPUT THAT WE GOT.
I DID MEET WITH SOME FOCUS GROUPS THAT WITH STUDENTS AT ALL LEVELS, TEACHERS, PARENTS.
I HAD A MEETING WITH FAITH COMMUNITY LEADERS, SUPPORT STAFF WE MET WITH AND ALSO PRINCIPALS AND GENERALLY, WITH THE EXCEPTION OF QUESTIONS, IT WAS OVERWHELMING IN THOSE GROUPS AND THE CONVERSATIONS THAT WE HAVE THAT THEY WOULD LIKE TO SEE A CALENDAR THAT PROVIDES MORE OPPORTUNITIES FOR REST BREAKS WITHIN THE SCHOOL YEAR, MORE OPPORTUNITIES FOR INTERCESSION, WORKING WITH STUDENTS WHO MAY BE FALLING BEHIND THROUGHOUT THE SCHOOL YEAR AND OF COURSE, THERE ARE SOME MODELS THAT ARE ON THE SCHOOL WEBSITE FOR PEOPLE TO CONTINUE TO LOOK AT.
JUST SHARING THIS INFORMATION WITH YOU NOW AS AN UPDATE.
AFTER THE CHRISTMAS HOLIDAY, WE'LL LOOK AT ADDITIONAL FOCUS GROUPS AND ALSO POSSIBLY HAVING SOME TOWN HALL MEETINGS, PARTICULARLY IN AREAS OF THE COUNTY, THAT'S SEEN FROM THE SURVEYS TO HAVE MORE QUESTIONS.
